About Us
The Township of Robinson City and County Authority ("MATR") is proud to present this year's annual report on your tap water quality. MATR is dedicated to providing our customers with a reliable, abundant supply of high-quality municipal water. The water produced and distributed by MATR continues to meet or exceed all State and Federal standards.
MATR participates in the Partnership for Safe Water, formed and managed by several national water organizations in cooperation with the EPA and Pennsylvania Department of Environmental Protection. This voluntary initiative aims to enhance water treatment effectiveness beyond regulatory requirements, supporting our commitment to continuous improvement in serving customers.
In 2016, MATR established a Source Water Protection Program ("S.W.P.P.") to address potential contamination risks. With assistance from the Water Alert Information Network ("RAIN") and Pennsylvania DEP grant funding, MATR implemented this program at no cost to ratepayers. The plan evaluates potential contaminant sources for our Ohio River water supply, enhances source safety, and reduces treatment costs. This initiative was developed alongside four other water Authorities on the Ohio River.
Potential contamination sources include commercial treatment plants, sewer overflows, petroleum/gas line ruptures, recreational and commercial boating emissions, and stormwater runoff from transportation corridors and developed areas.
WHERE YOUR WATER COMES FROM
MATR draws water from the back channel of the Ohio River, 12,000 feet downstream from Emsworth Dam and 200 feet upstream from the Moon Run-Ohio River confluence. Intake lines positioned 12 feet below the river's normal pool level deliver raw water to our intake structure for pumping to the treatment plant. In 2017, our average daily withdrawal was 3.04 million gallons, while our plant can process up to 6 million gallons daily.
Treatment involves three key processes: clarification (removing silt/clay), filtration (removing fine particles/microorganisms via sand/gravel filters), and disinfection (adding chlorine to eliminate harmful organisms). We also add activated carbon to improve taste and fluoride for children's dental health. After treatment, water flows through our distribution network, with excess stored in three tanks that ensure adequate supply during peak demand and provide fire protection.
DISTRIBUTION SYSTEM DESCRIPTION
Our water distribution system includes approximately 104.7 miles of water lines up to 30 inches in diameter, along with a one million gallon and one-and-a-half million gallon elevated storage tanks, plus a 500,000 gallon standpipe. We maintain connections with Pennsylvania-American Water Company, Moon Township Municipal Authority, Western Allegheny Municipal Authority, Coraopolis Water and Sewer Authority, and the Municipal Authority of West View Borough. We serve Robinson Township and provide bulk water sales to Findlay Township Municipal Authority.
SYSTEM OPTIMIZATION
MATR continues implementing recommendations from EPA's 2008 Distribution Optimization study to reduce Trihalomethane and Haloacetic Acid formation. This voluntary field study aims to improve water quality beyond compliance levels and enhance public health protection by evaluating chlorine residual throughout the system to maintain appropriate disinfection byproduct levels.

The Municipal Authority of the Township of Robinson, Allegheny County, Pennsylvania ("MATR") provides water and sewage services to approximately 4,900 water and/or sewer customers. Findlay Township Municipal Authority, one of our clients, receives most of its water from MATR through a wholesale agreement and supplies water service to Pittsburgh International Airport.
The current water distribution network encompasses roughly 108.96 miles of water lines ranging from 2 to 30 inches in diameter. Supporting facilities include 1.0 million and 1.5 million gallon elevated storage tanks and a 500,000 gallon standpipe. Additionally, MATR maintains metered connections with Pennsylvania-American Water Company (with booster pumping stations), Moon Township Municipal Authority, Western Allegheny Municipal Authority, the Municipal Authority of West View Borough, and Coraopolis Water and Sewer Authority.
MATR's water treatment facility is located in Groveton, 1,400 feet south of its source - the Ohio River's back channel. With a 6.0 million gallons per day (m.g.d.) capacity, the plant easily meets current average daily demands of 3.0 m.g.d. and peak requirements of 4.25 m.g.d. Recent development in Robinson Township, including the Settler's Ridge commercial complex, Industrial Scientific's corporate headquarters, and the Ridge at Robinson Apartments, is adequately served by existing infrastructure.
The sanitary sewage system features 117.2 miles of sewer lines (4 to 27 inches in diameter) serving the Montour Run, Campbells Run, Moon Run, and Chartiers Creek watersheds. Recent infrastructure improvements include upgrading the Moon Run Sewage Treatment Plant from 0.25 m.g.d. to 0.60 m.g.d. capacity, adding wet weather storage, backup systems and UV disinfection to the Covi/Douglas facility, and enhancing the Campbells Run system with replacements and a new aeration system.
These water systems consistently meet Federal, State, and County clean water standards (Safe Drinking Water Act), while sewage system investments extend service life, help meet stricter environmental regulations, and prevent releases during extreme weather events.
