The Williamsport Water Company was established in 1856 and underwent several ownership transitions throughout its history. In 1864, it became the Lycoming Gas and Water Company, followed by Citizens' Gas and Water Company in 1879, and then Williamsport Water Company in 1884.
During the Depression, Chemical National Bank and Trust Company took ownership until 1945, when John H. Ware, Jr. purchased the common stock. The Williamsport Municipal Water Authority was incorporated in June 1946 under the Pennsylvania Municipality Authorities Act, initially managed by the Municipal Management Company.
Local control and personnel began operating the facilities from September 30, 1967, when Municipal Management Company relinquished its management contract. The Authority is now governed by a ten-member Board overseeing operations.
The Water Treatment Plant was officially commissioned on September 9, 1992, with a total project cost of 25 million dollars. This facility was designed to filter and treat surface water supplies for over 51,000 residents across Williamsport, South Williamsport, DuBoistown, Loyalsock Township, Old Lycoming Township, and Armstrong Township. The Authority maintains a supplemental groundwater treatment facility as well.
Williamsport Sanitary Authority (WSA) was created in 1952 to treat sanitary sewage and compatible industrial wastewater for the Greater Williamsport Area. In 1953, the WSA built wastewater treatment plants for primary treatment, investing $1,133,000 to acquire the city sewer system. The plants were upgraded to secondary treatment in 1974, and the total system value has grown to over $40,000,000. WSA currently operates and maintains the sewer collection system within Williamsport, including three pumping stations.
