According to the United States Environmental Protection Agency (EPA) and Pennsylvania Division of Environmental Safety (DEP) regulations, the Chambersburg Water Department (PWSID 7280005) presents its 2017 Consumer Confidence Report. This report aims to provide residents with essential information about Chambersburg's water quality, including:
Our water source is located in the East Branch of the Conococheague Creek. We collect water from an 18 square mile watershed northeast of Caledonia State Park, primarily in Adams County with portions in Franklin and Cumberland Counties. Long Pine Reservoir can store up to 1.8 billion gallons, approximately a 1.5 year supply for Chambersburg.
Watershed protection is crucial for ensuring safe water. Fortunately, 95% of our watershed lies within Michaux State Forest, with no industrial activity, no farming, and minimal residential presence in the remaining 5%. In 2005, DEP completed a Source Water Assessment identifying potential contamination risks, with Route 233 and residential activities along it posing the most significant concerns.
The EPA establishes drinking water standards under the 1974 Safe Drinking Water Act, while DEP oversees Pennsylvania's public water systems. Chambersburg's water meets EPA and DEP requirements and participates in the Partnership for Safe Water program—a voluntary initiative with stricter standards than regulatory requirements.
Some individuals may be more vulnerable to water contaminants, including those undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS or immune disorders, some elderly individuals, and infants. These people should consult healthcare providers about their drinking water.

As a comprehensive service municipality, Chambersburg offers more services than any other borough in Pennsylvania. These include a highway department managing over 58 miles of local streets, land use and community development services, a local Police Department, and a combination of paid and volunteer Emergency Services.
The borough maintains extensive recreation facilities including parklands, a downtown Recreation Center, and a regional family aquatics center. Chambersburg's municipal services also encompass parking management, traffic control, street lighting, and residential/commercial waste collection.
Chambersburg stands out as one of only 35 Pennsylvania boroughs operating a municipal non-profit electric utility—the largest in the state and the only one with generation stations. It's also one of just two boroughs in Pennsylvania with a natural gas utility (the other being Philadelphia).
Nationally, while about 2,000 communities operate their own electric systems and 800 run natural gas systems, only approximately 50 manage both. Chambersburg also directly oversees regional water and sanitary sewer systems under Council control rather than through an independent Authority.
Recently, Chambersburg established a stormwater utility, one of the first formed under new Federal mandates for stormwater regulation. As Franklin County's seat, Chambersburg (population 20,691 as of 2016) maintains small-town quality of life while addressing larger municipal challenges.
