The Illinois EPA considers all surface water sources for community drinking systems to be susceptible to pollution issues. Surface water is naturally vulnerable as contaminants can enter intakes with only dilution as protection, necessitating treatment for all Illinois surface water supplies.
Chicago's offshore intakes are positioned far enough that shoreline impacts are generally minimal for water quality. However, during certain seasons, contamination risks increase due to wet-weather flows and river reversals. The location of intake structures may attract waterfowl and birds common to the Great Lakes region, potentially concentrating waste near intakes and compromising source water quality. Shore intakes remain vulnerable to stormwater runoff, marina activities, and coastal point sources from groundwater flow into the lake.

Schaumburg receives 100% of its water from Lake Michigan. Chicago utilizes Lake Michigan through two water treatment facilities: the Jardine Water Purification Plant serving northern areas including Schaumburg, and the South Water Purification Plant serving southern regions. Lake Michigan is the only Great Lake entirely within the United States, bordering Illinois, Indiana, Michigan, and Wisconsin. It ranks as the second-largest Great Lake by volume (1,180 cubic miles) and third-largest by area.
Water is delivered to Schaumburg by the Joint Action Water Agency (JAWA), entering the village's system at four locations. The water is then redistributed to over 26,500 customers through an extensive network including 285+ miles of water mains, 4,500 fire hydrants, 10 reservoirs, and 7 pumping stations.
