About Us
Spencer Municipal Utilities is proud to provide this Consumer Confidence Statement regarding water quality for 2017. SMU believes that delivering a reliable supply of safe water is essential for our community's wellbeing. This report outlines the measures SMU takes to ensure a safe, abundant water supply for your home and business, while listing contaminants detected in SMU's water during 2017.
Spencer's Water Source
Spencer draws water from wells tapping the Ocheyedan-Little Sioux aquifer, classified as an "alluvial aquifer" composed primarily of rocks and gravel from glacial deposits. Every aquifer has varying vulnerability to contamination based on its composition, overlying materials, nearby development, agricultural activity, and abandoned or poorly maintained wells.
A detailed evaluation of our water source was completed by the Iowa Department of Natural Resources and is available from our office. To protect Spencer's groundwater, SMU and the City of Spencer have implemented a Wellhead Protection Plan that provides guidelines for activities in the area surrounding the wells.
Water Treatment Process
Groundwater from SMU's wells is pumped to our treatment plant. Since the water is naturally hard, SMU first aerates it then reduces hardness by adding lime. Next, carbon dioxide is added to reduce pH levels. The water then flows through sand filters to remove particulate matter, before chlorine and fluoride are added. Our 1.5 million gallon reservoir provides on-site storage, with water then pumped to the distribution system to maintain pressure via north and south water towers.
Water Quality Information
All drinking water, including bottled water, may reasonably contain at least small amounts of some contaminants. The presence of contaminants doesn't necessarily indicate a health risk. Some individuals may be more vulnerable to water contaminants than the general population. Immuno-compromised persons, such as those undergoing cancer treatment, organ transplant recipients, people with HIV/AIDS or other immune disorders, some elderly, and infants may face increased infection risks. These individuals should seek advice about drinking water from their healthcare providers.

In November 1942, Spencer residents voted to place the management and control of the city's electric and water utilities under a Board of Trustees. This decision created Spencer Municipal Utilities (SMU), which began managing electric and water services to meet the needs of our growing community.
Spencer citizens were again called to vote in 1997 to establish a municipal communications utility operated by Spencer Municipal Utilities. Following the successful vote on May 6, 1997, SMU expanded to include communications services for cable, internet, and telephone.
Spencer Municipal Utilities continues planning for the community's future by implementing technological updates and service improvements to keep our customers connected in the years ahead.
