About Us
The Westborough Water District obtains 100% of its water from the Bay Area Public Utility Commission (SFPUC). Our primary water source comes from snowmelt flowing through the Tuolumne River into the Hetch Hetchy Reservoir. This protected water source is exempt from filtration requirements by both the EPA and State Water Resources Control Board's Division of Water.
To ensure safe drinking standards, Hetch Hetchy water undergoes several treatment processes including:
- Ultraviolet light and chlorine disinfection
- pH adjustment for optimal corrosion control
- Fluoridation for dental health protection
- Chloramination to maintain disinfectant residual
Our water supply is supplemented by surface water from two regional watersheds: the 35,000-acre Alameda Watershed (Calaveras and San Antonio reservoirs) and the 23,000-acre Peninsula Watershed (Crystal Springs, San Andreas, and Pilarcitos reservoirs). These sources are processed at the Sunol Valley and Harry Tracy Water Treatment Plants respectively.
The SFPUC's Water Quality Department conducts over 55,000 water tests annually throughout the system. This rigorous testing ensures your water meets or exceeds all federal and state drinking water requirements. While all water may contain small amounts of contaminants, this doesn't necessarily indicate health risks. Both EPA and state regulations limit contaminant levels to protect public health.
Regarding fluoridation, our target level is 0.7 mg/L, consistent with state guidelines. For those concerned about lead exposure, there are no known lead service lines in our system. However, lead can come from household plumbing components. If concerned, run your tap for 30 seconds to 2 minutes before using water for drinking or cooking, especially after periods of non-use.
Some individuals may be more sensitive to contaminants, including those undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS, elderly individuals, and infants. These individuals should seek advice from their healthcare providers about their drinking water.

The Westborough Water District (WWD) was established in 1961, originally as the Callan Park County Water District. It operates under California Water Code section 30000 as a Special District - a form of local government created by the community to fulfill specific needs.
WWD serves approximately 12,000 residents through about 4,000 residential, commercial, and irrigation connections. The service area covers roughly 1 square mile (from west of Highway 280 to Skyline Boulevard, and from King Drive in Daly City to San Bruno). Since inception, WWD has purchased 100% of its water from the San Francisco Water Department.
Key infrastructure includes:
- 24+ miles of water distribution lines
- Average daily consumption of 1 million gallons
- Three steel storage tanks with 6.3 million gallons total capacity
- Emergency connections with North Coast County Water District (Pacifica) and Daly City
The district is governed by a 5-member elected board, with members required to be district residents and registered voters. WWD maintains an emergency stockpile of materials and can perform most urgent repairs with in-house staff, avoiding contractor delays.
In January 2016, WWD received the Transparency Certificate of Excellence from the Special District Leadership Foundation, recognizing its commitment to good governance practices including ethics training, Brown Act compliance, and proper financial reporting.
