About Us
Webster obtains its water from seven gravel-packed wells strategically located throughout the area. Pump Station #1 on Memorial Beachfront Drive combines water from five wells, while Pump Station #3 operates on Bigelow Street. Station #2 on Memorial Beach Drive is currently offline.
Each operational station features sodium hypochlorite systems for disinfection and sodium hydroxide treatment for corrosion control. After treatment, water flows directly into our distribution network, which spans 70 miles of water mains. The system includes one booster station and two storage facilities – the Park Avenue elevated tank (1 million gallons) and the Rawson Street underground tank (1.65 million gallons).
Together, these facilities deliver approximately 1.3 million gallons daily to 5,236 customers. In 2017, our Water Division produced 344.3 million gallons, averaging 0.95 MGD. Our team continuously improves the distribution system by repairing malfunctioning hydrants and replacing faulty valves.
A major upgrade is underway with the construction of a green-sand filtration plant by Robert B. Our Companies. This facility will remove iron and manganese from water at both Memorial Beach stations. Construction began April 2018 with expected completion by June 2019. Additionally, we're upgrading the water main on Thompson Street between Memorial Beach Drive and Park Road to efficiently transport treated water to the Park Road storage tank.
Water quality protection is a community responsibility. The MassDEP has completed their Source Water Assessment and Protection (SWAP) report for Webster Water Department, available at our office or online at www.mass.gov/EEA/docs/dep/water/drinking/swap/cero/2316000.pdf. This report details potential threats within our well protection zones.
Webster's susceptibility ranking is high, requiring vigilant monitoring of activities that could compromise our water supply. The SWAP report recommends actions regarding land use, transport corridors, hazardous materials storage, contamination sites, wastewater facilities, and wellhead protection planning.
Webster Water Department has been recognized by MassDEP for actively promoting protection measures in our wellhead areas. Residents can help by properly maintaining septic systems (pumping every two years), avoiding septic system cleaners, and never disposing of hazardous substances in drains.

On most days, we're your neighbors – our children attend the same schools, we shop at the same stores, and we worship at the same churches. It's during health emergencies that our commitment becomes most evident. As representatives of Webster Emergency Medical Services, we provide the highest quality ambulance transportation to our community.
The Webster Fire Department's modernization began around 1908 with the acquisition of a Pope-Hartford engine. In 1910, they purchased a Reo, followed by a ladder truck in 1914. Since then, both membership and equipment have expanded alongside the town's growth. The fire alarm system continuously improved with additional boxes, and the water department extended its lines to reach every remote area of town.
Today, approximately 351 hydrants and 80 alarm boxes serve the community, along with a "phantom" box system designating zones for new alerts. Despite serving the large area of Webster and Dudley, the department remains volunteer-based or "call" structured.
With 58 members including the Chief and Board of Engineers (appointed annually by Selectmen), the Webster Fire Department is considered one of the best-trained in Massachusetts for a town of this size. Their exceptional reputation is particularly notable as they operate without permanent staff. The department's outstanding record helps keep fire protection costs low for a community of this size relying on a call department.
Last year's operational expenses were approximately $31,000, with $6,000 returned to Webster by Dudley. Additionally, Webster saves on water costs by maintaining its own municipal system. For comparison, Southbridge employs several permanent firefighters with operational costs around $100,000 annually, plus thousands more for water used fighting fires since their water system is privately owned.
