The earliest inhabitants of the White Bear Lake region were Dakota and Ojibwe tribes who utilized these lands for seasonal hunting and gathering. In 1825, the United States government designated this area as Dakota territory before later purchasing all Dakota lands east of the Mississippi to enable European-American settlement.
The fertile soil, abundant wildlife, and scenic lakes attracted the first pioneers to this area. In 1858, the same year Minnesota achieved statehood, these early European-American settlers established White Bear Township, encompassing 36 square miles of land. As word spread about its picturesque landscape, the town evolved into a popular resort destination, drawing visitors from throughout the Mississippi River region. Travelers would journey up the Mississippi by steamboat and continue to White Bear Lake via train. Soon resorts and hotels lined the lakeshore while restaurants, theaters and shops established themselves downtown to serve visitors.
The extension of Lake Superior and Mississippi Railroad to White Bear Lake in 1868 transformed what had been a three-hour horse and carriage journey from St. Paul into a twenty-minute trip. Rail service created new opportunities for local commerce and industry, eventually connecting with Duluth in 1871. As the resort era faded after the turn of the century, other industries including farming and timber harvesting continued to thrive. To manage this steady growth and development, community leaders formally incorporated the City of White Bear Lake in 1921.
At incorporation, the city covered 2¼ square miles with just over 2,000 residents. The 1950s and 1960s brought rapid residential expansion, and by 1960, the city had grown to 7 square miles with approximately 13,000 residents. During the 1970s and 1980s, large parcels opened for development through municipal infrastructure improvements. The city's proactive economic development initiatives led to substantial growth in its tax base and employment opportunities. Several nationally recognized companies relocated to the area while downtown revitalization efforts continue to expand the central business district.
Throughout its history, the White Bear Lake area has maintained steady growth while preserving its character. Today, the city's 24,000 residents enjoy the advantages of metropolitan accessibility while living in a community that has retained its small-town charm.
