The Albemarle County Service Authority (ACSA) distributes treated water and collects sewage for treatment, while maintaining, expanding, and upgrading infrastructure within the service area. Established by the County Board of Supervisors in 1964, the authority initially served only the Crozet community.
During the 1960s, the South Rivanna Dam was constructed alongside several county subdivisions including Carrsbrook, Woodbrook, Westmoreland, Northfields, Berkeley, Hessian Hills, Montvue, Colthurst, Flordon and West Leigh. In the late 1960s and early 1970s, these systems were acquired by the County for ACSA operation, with water sourced from the City of Charlottesville to replace individual well systems. By 1973, the Rivanna Water and Sewer Authority (RWSA) was formed to become the wholesale provider of water and wastewater treatment for both the City and ACSA.
