About Us
The New River Valley Regional Water Authority (NRVRWA) owns and manages a water treatment facility capable of processing 12.4 million gallons daily alongside two raw water pump stations located near the New River. As a bulk supplier, NRVRWA provides finished water to the Town of Blacksburg, Town of Christiansburg, Virginia Tech and Montgomery County, serving approximately 65,000 residents.
Originally constructed in 1957, the initial water treatment plant had a capacity of 4.1 million gallons daily. Expansions in 1968 increased capacity to 10 million gallons daily and added a raw water booster pump station. By 1977, capacity reached its current 12.4 million gallons daily with a new raw water intake installation.
After a recent comprehensive assessment of existing facilities, NRVRWA identified necessary improvements to maintain workplace safety, enhance efficiency, and ensure continued high-quality water delivery. The water treatment plant is now scheduled for major renovations. Additionally, NRVRWA is developing projects to expand service and create redundant supply networks, ensuring alternate delivery routes and systems in case of critical infrastructure failures.

While you may not give much thought to water disappearing down your drain after washing hands, rinsing dishes, or flushing toilets, the Blacksburg-VPI Sanitation Authority works diligently to maintain safe, efficient wastewater treatment every day of the year. The authority processes approximately 6 million gallons of wastewater daily and has recently implemented a more environmentally-friendly treatment process for solid waste.
For nearly four decades, solids generated during wastewater treatment were incinerated with the ash transported to landfills. Now, these solids undergo autothermal thermophilic aerobic digestion (ATAD), producing an Exceptional Quality Class A biosolid potentially useful for landscaping and agricultural applications.
"The investment in the ATAD system reinforces our community's commitment to sustainability through state-of-the-art processes that create both fiscal and environmental value," noted Blacksburg Deputy Town Manager and authority board member Chris Lawrence.
The wastewater treatment process separates water from solids, after which the solid material enters ATAD tanks for aeration, promoting thermophilic bacteria growth. These beneficial bacteria—affectionately called "bugs" by sanitation staff—consume organic matter while generating heat, maintaining tank temperatures around 140 degrees Fahrenheit. After dewatering, the resulting product resembles topsoil and is virtually odorless.
This new process has eliminated the need for incinerator fuel and reduced air emissions. Currently, the New River Resource Authority landfill uses these biosolids as daily trash cover material.
"The successful ATAD implementation reflects the strong partnership between the Town of Blacksburg, Virginia Tech, and the Blacksburg-V.P.I. Sanitation Authority, along with our shared commitment to innovative, sustainable public service delivery," said Dr. Sherwood Wilson, Vice President for Operations at Virginia Tech and authority board member.
