About Us
After hearing concerns from Avon Lake residents about the financial burden of lateral separation requirements, Avon Lake Regional Water sought to develop a financial assistance solution. Working collaboratively with the Ohio EPA, they created the Lateral Mortgage Program - a 10-year, 2% interest loan (maximum $4,500) to help homeowners complete necessary lateral separation projects.
The program gained significant traction in 2017, with over 230 homeowners utilizing the financing option, and Avon Lake Regional Water committing more than $824,500 to the initiative. What makes this program unique is its innovative structure - the Ohio EPA provided a $5 million capitalization loan to Avon Lake Regional Water through the Water Pollution Control Loan Fund (WPCLF).
Avon Lake Regional Water then extends loans up to $4,000 at 2% interest to residents for lateral separation work, which homeowners repay through their quarterly bills. As residents repay their loans, Avon Lake Regional Water repays the Ohio EPA. This essentially created Ohio's first revolving funding program of its kind. Avon Lake Regional Water has been serving the community since 1925, initially providing water to 1,200 Avon Lake residents. The original investment of $390,000 (in 1925 dollars) covered land acquisition plus the construction of the first water plant and administrative buildings completed the following year. Today, Avon Lake Regional Water operates as a $60,000,000 enterprise with comprehensive water and wastewater treatment facilities.
Service Area
Avon Lake Regional Water supplies water to more than 200,000 Ohio residents across Lorain, Erie, Huron, Medina, Cuyahoga, Ashland and Wayne Counties. The extensive 680 square mile service territory includes Avon Lake, Avon, North Ridgeville, Village of Sheffield, Sheffield Lake, City of Medina, and customers served by the Rural Lorain County Water Authority (RLCWA) and the Medina County Northwest Water System (MCNWS).
Water Filtration Plant
The Water Filtration Plant (WFP) delivers quality water to over 200,000 people across a seven-county, 680-square-mile area with capacity ranging from 40 to 50 million gallons daily.
Water Reclamation Facility
The Water Reclamation Facility (WRF) handles community wastewater treatment needs with a standard capacity of 6.5 million gallons daily, expandable to 12.5 million gallons during wet weather events.
Distribution and Collection
This division maintains approximately 250 miles of water and sewer infrastructure throughout the service area.
Engineering Division
This team oversees major renovation and new construction projects while maintaining the utility's asset management program.
