Steubenville serves as the county seat of Jefferson County in southeastern Ohio. Founded in 1797 by Bezaleel Wells and James Ross, the city established the Steubenville Federal Land Office in 1800 to record land deeds for the Northwest Territory.

The city's name derives from Fort Steuben, constructed in 1786 to protect land surveyors from indigenous attacks. Named after Prussian military instructor Baron von Steuben (who never actually visited the site), the fort was reconstructed starting in 1986 on its original location.

Steubenville boasts several historical firsts - Bezaleel Wells brought the first Merino sheep to America in 1814 and built the nation's first woolen factory in 1815. The Steubenville Female Seminary operated from 1829-1898, graduating over 5,000 women during its existence.

The city's industrial heritage includes coal mining, paper production, glassworks, pottery manufacturing, nail factories, and steel mills. These industries attracted numerous immigrants, creating the diverse cultural mix that characterizes the Ohio Valley today.

Notable historical figures include Edwin McMasters Stanton (President Lincoln's Secretary of War), who maintained a circulating library in his home as early as 1830. Andrew Carnegie, who initially worked as a telegraph operator in Steubenville, later funded the Carnegie Library which opened in 1902 (now the Public Library of Steubenville and Jefferson County).

Famous natives include entertainer Dean Martin, Edwin Stanton, and Jimmy "the Greek" Snyder. Chief Red Cloud, who reportedly lived to 120 years of age, is buried in Steubenville Union Cemetery.

My water bill seems unusually high. What should I do?

Contact the Water Department at (617) 796-1040. The Treasurer's office handles collections but cannot adjust bills or modify readings. Unpaid balances incur 6% interest per state law and city ordinance.

What is an MTU?

The Meter Transmission Unit is the gray fixture mounted outside your property that connects to your water meter. It wirelessly transmits readings to a central receiver for billing purposes.

Why might I receive an estimated bill?

Bills are estimated when actual readings cannot be obtained through the automated system. This typically occurs when there's a connection issue between your meter and the MTU. Estimated bills (orange in color) require scheduling a technician visit by calling Service at 617-796-1640 (Monday-Friday, 7am-3pm).

How are estimated bills calculated?

The system averages your usage from four comparable billing periods (same quarters) from the previous four years to generate an estimate.

Why is my sewer rate higher than my water rate?

Sewer charges are calculated based on water consumption but are higher due to the costs incurred by the Massachusetts Water Resources Authority (MWRA) for treating wastewater before environmental discharge.

Where is my water meter located?

Typically in your basement, a utility closet near the main water shutoff, or occasionally in an outdoor manhole. Look for a brass-colored pipe meter with an odometer-style reading display.
