Butler County Water District 2 Public Water System

Butler County Water District draws water from the Green River, a surface water source flowing through the county. The water is distributed to northern and southern areas after treatment at the Morgantown plant. The Safe Drinking Water Act requires Community Public Water Systems to complete a source water assessment survey.

This assessment includes a Source Water Evaluation Plan (SWAP) summarizing contamination vulnerability, which has been rated as generally modest for our system. Areas of concern include potential contaminant sources such as bridges, undiscovered storage tanks, the local landfill, and agricultural chemical usage near the raw water intake.

Butler Water conducts over 3,000,000 tests annually to ensure your water safety. What is a Municipal Utility District?

The Pecan Grove Municipal Utility District (PGMUD) was established in 1975 to provide water, sewer, and drainage services to Pecan Grove. Through annexation, Plantation Place and Pecan Lakes later joined the District. PGMUD is Fort Bend County's largest MUD and among Texas's biggest, with a population and tax base exceeding the City of Richmond.

The District encompasses five homeowner associations and spans multiple school districts. Its size necessitates division between two County Commissioner precincts and four county voting precincts.

While Municipal Utility Districts operate like businesses, they're actually "political subdivisions" - government entities created under Texas statutes. MUD directors are elected by registered voters residing within district boundaries. As government bodies, MUDs can levy property taxes to develop and maintain water, sewer, and drainage services. Residents also pay monthly service fees.

Current state law permits MUDs to use operating revenue for recreational facilities, enforce deed restrictions, provide security services, and, with voter approval, implement fire protection plans. As government entities, MUDs must comply with Open Meeting and Open Record Act requirements and can only hold elections for director selection or bond issues. Unlike cities, MUDs currently cannot conduct general referendum elections. They must also follow competitive bidding requirements like other government entities.

How do I contact the District Customer Service Office?

Pecan Grove residents can establish water/sewer service, make bill payments (no cash accepted), and report issues in person. The office is located on FM 359 and operates Monday-Friday from 8:00am-1:00pm and 2:00pm-4:00pm. Can My Monthly Payment be Drafted Directly from My Bank Account?

For automatic monthly payments, visit https://pecangrove.firstbilling.com or contact the PGMUD Customer Service Office at (281) 238-5000. You can select your payment method, preferred payment due date (no later than the 28th), and either a fixed amount or current bill amount. You'll receive monthly email confirmation of successful payments.

If you're currently enrolled in Bank Draft, please note your payment will not be automatically drafted. Please register for the new Auto Pay services through the payment portal.

Payments can also be made through your home internet banking service. Allow 7-10 business days before the due date for receipt. First Billing Services charges convenience fees: 3.99% for card transactions, $1.99 for one-time eCheck transactions, and $1.00 for recurring eCheck transactions.

For assistance with registration, contact the Pecan Grove Customer Service Office Monday–Friday, 8:00am to 4:00pm (closed 1:00pm to 2:00pm). Service provider fees cover administrative costs; Pecan Grove MUD receives no portion of these charges.

How Do I Order New Service?

The District requires a $75.00 tenant/$75.00 owner security deposit and a non-refundable $30.00 application fee. The deposit, application fees, completed application, and signed Customer Service Agreement are required for service establishment. Your deposit will be refunded when your account is closed and paid in full.
