Cartersville operates as a comprehensive service municipality, managing water, gas, electric and fiber optic utilities for its community. Beyond these essential services, the City handles parks and recreation, economic development, planning and zoning, downtown enhancement, waste collection, road maintenance, police, fire protection and various other civic services.

With a total annual budget of $183,143,345 for Fiscal Year 2018-2019, Cartersville holds the distinction of being the first Georgia city to implement the city manager/council governance model back in 1917. The City Manager serves as the chief executive officer, reporting directly to the Mayor and City Council who function as the community's board of directors.

This leadership position oversees budget development and adoption, manages personnel decisions, implements strategic planning initiatives, and collaborates with the management team to execute policies established by elected officials. The current City Manager, Tamara Brock, was sworn in during the June 21, 2018 Council Meeting and officially assumed her role on June 29th.
