Since 1918, Griffin has operated under a Commission/City Manager governmental structure, with E.P. Extensions serving as the first City Manager. According to the City Charter, the Manager functions as Secretary to the Board of Commissioners while overseeing all administrative and financial operations of the local government.
The City Manager's responsibilities include directing all departments, ensuring laws and ordinances are properly executed, preparing annual budgets and financial reports, and facilitating efficient city-wide operations. A team of administrative staff, six Department Directors, and approximately 460 employees assist in these duties.
Kenny Smith has served as Griffin City Manager since March 15, 2004, bringing extensive local government experience dating back to 1982 when he began as a police officer in Jackson. His career includes nine years as Morrow's Chief of Police before joining Griffin's administration. Smith holds degrees from Gordon College and Mercer University, plus a Masters in Public Administration from Columbus State University.
His credentials include graduation from the Georgia Law Enforcement Command College, FBI National Academy, and Georgia International Law Enforcement Exchange. Smith has led both the Georgia Association of Chiefs of Police and served on the International Association's Executive Board. A former Kiwanis Club president and Butts County "Man of the Year," he remains active in city management associations while teaching leadership courses at various institutions.
