Our municipal water comes from various sources including rivers, lakes, reservoirs, springs, and wells. As water travels across land surfaces or through the ground, it dissolves naturally-occurring minerals and can pick up substances from animal presence and human activities.

Our Municipal Water Currently Meets or Exceeds All Federal (EPA) Drinking Water Requirements. This report summarizes the quality of water we provide our customers, using data from recent EPA-required tests.
Where does our municipal water come from?
Our water is obtained from a combination of surface water from the Rio Grande River and groundwater sources. The Texas Commission on Environmental Quality is currently updating a Source Water Susceptibility Assessment for our water sources, which will describe potential contaminants based on human activities and natural conditions.

The Mercedes Memorial Library was established in 1969 by the City of Mercedes and later renamed for Dr. Hector P. Garcia on March 4, 2010. Our library aims to provide residents with quality resources and welcomes community feedback to improve services.
Dr. Hector and his family moved to Mercedes, Texas in 1917, where Mexican Americans routinely faced discrimination. His father, despite being denied recognition of his Mexican teaching credentials in Texas, operated a dry goods store with his brothers while emphasizing education for his children. Six of his ten children became professionals, with Hector named after the hero of Troy.
Despite educational achievements, Dr. Hector still faced prejudice. After graduating from a segregated elementary school, his high school English teacher declared, "No Mexican will ever get 'A' in my class." Though he graduated from the University of Texas at Austin and gained admission to UTMB Galveston medical school (as the sole Mexican American admitted annually in Texas), he had to complete his internship in Nebraska since no Texas hospital would accept him.
After finishing his surgical residency in 1942, Dr. Hector joined the military where he initially commanded an infantry company in North Africa before eventually leading a surgical unit in Italy. While European allies showed less prejudice toward minorities than they faced at home, Hispanic soldiers were assigned to units based on their skin color.
In Italy, Dr. Hector married Wanda Fusillo, who held a doctorate in classical literature from the University of Naples. Despite her family's encouragement to remain in Europe to avoid American prejudice, Dr. Hector felt compelled to return home with a mission. He left the army as a major, having earned multiple decorations including the Bronze Star Medal.
Upon returning to Corpus Christi, Dr. Hector established a medical practice with his brother serving the poorest community members. He joined LULAC (League of United Latin American Citizens), becoming its president in 1947, and founded the American GI Forum in 1948 to ensure veterans received promised benefits and to address social justice issues.
