Understanding Your Mount Pleasant Municipal Water

Water Sources: Mount Pleasant draws water from three surface water sources. Our primary supply comes from Lake Greg Sandlin and Lake Cypress Springs, with Lake Tankersley available for emergency operations. The Texas Commission on Environmental Quality has assessed our source water vulnerability, which influences our testing requirements.
Understanding Water Contaminants: All water sources (tap and bottled) naturally contain some substances as water travels over land. These may include:
- Microbial contaminants from sewage treatment, septic systems, agriculture, and wildlife
- Inorganic contaminants like salts and metals, occurring naturally or from urban runoff and industrial processes
- Pesticides and herbicides from agricultural and residential uses
- Organic chemical contaminants from industrial processes and petroleum production
- Radioactive contaminants, either naturally occurring or from mining and energy production
Water Quality Standards: When municipal water meets federal standards, there may be no health benefits to purchasing bottled water or filtration systems. The EPA establishes regulations limiting contaminant levels in public water supplies, while FDA regulations set similar standards for bottled water. Located on a sprawling hill in Northeast Texas, Mount Pleasant has served as Titus County's seat since 1848, shortly after Texas achieved statehood. The area was originally home to members of the Caddo Indian Tribe before settlers from the United States arrived in the 1830s. The Caddos, known for constructing large burial mounds, reportedly spoke of a "Pleasant Mound" in what is now central Titus County. Early Anglo settlers adapted this name, referring to the broad, oak and hickory-covered hill as Pleasant Mount, which eventually became Mount Pleasant when the county was organized.
By 1850, the small hillside town had 227 residents. The Clarksville to Jefferson Road, established by Andrew J. Titus (the county's namesake), contributed significantly to attracting settlers and merchants. This road enabled transportation of goods to and from Jefferson, which was accessible by riverboat, though the journey by ox wagon reportedly took at least five days.
Between 1850 and 1860, Titus County's population grew from 3,636 to 9,648, even though the area then included present-day Franklin and Morris counties. Cotton and corn were primary cash crops, with livestock including pigs, oxen, mules, and dairy cows found on most farms.
During the Civil War, Mount Pleasant became an important Confederate transportation depot employing blacksmiths, carpenters, and other craftsmen to build and outfit wagons for military supply transport. The Reconstruction Era brought federal-appointed officials and considerable lawlessness to the region.
The arrival of railroads in the 1870s marked Mount Pleasant's next growth phase. The East Line and Red River Railroad Company constructed tracks through the county's southeast corner in 1876, followed by the "Tyler Tap" narrow gauge line to Mount Pleasant in 1878. This section was acquired by the Texas and St. Louis Railway in 1879 and eventually extended to connect St. Louis and Waco, with another branch completed in 1887 running from Mount Pleasant to Sherman.
This extensive rail network established Mount Pleasant as a recognized transportation and trade hub by the late 19th century, with a population reaching 963 by 1890. The town was officially incorporated on September 17, 1900, with T.C. Hutchings serving as the first mayor and John B. Stephens, Sr. as city marshal.
