Around winter 1873, a determined group of settlers who had struggled with water development at Gila Bend near Phoenix decided to start fresh in the Pueblo Viejo valley. After numerous failed attempts with washed-away dams and drought-ruined crops, they established their first settlement on riverbank land now owned by the Chiricahua Cattle Company.
As more pioneers arrived, they laid out the current townsite following U.S. townsite regulations and constructed basic buildings, naming their new community after Governor A.P.K. Safford who visited the valley and actively supported its development.
According to Edward Fish, a Thatcher merchant and historian, J.E. Bailey arrived in Safford in January 1874 and supplied military posts. Early settlers included John C. Glasby, Hirium Kennedy, Dan Hughes, John Conley, W.A. Holmes, and many others. C.M. Ritter officially surveyed the townsite in late 1875.
The Arizona Citizen reported on December 11, 1875 that Pueblo Viejo was attracting significant attention, with Mr. Ritter hired to survey the new townsite into parcels. By January 1876, he had completed a detailed map of Safford's layout. The City of Safford was formally incorporated in 1901.
