About Us
I'm pleased to report that our water source - the Carrizo/Wilcox aquifer system - remains protected from contamination for now. The Texas Commission on Environmental Quality (TCEQ), our state's version of the EPA, oversees landfill permitting in Texas.
On April 12th, the TCEQ convened in Austin to consider whether to grant Post Oak Clean Green a permit for constructing a landfill just 9 miles east of Seguin. This proposed site sits directly on the recharge zone of the Carrizo/Wilcox aquifer, potentially threatening one of our most valuable natural resources – our clean, abundant water supply.
At the hearing, virtually every affected government entity voiced opposition. Mayor Carpenter of Schertz, State Judge Kyle Kutscher, and I all testified against the permit. Representatives from State Representative John Kuempel and State Senator Judith Zafferinni's offices also submitted letters opposing the project. Even the TCEQ's own Office of Public Interest Counsel spoke against issuing the permit.
The commission ultimately "remanded" the case, sending it back to the State Administrative Judge to address four critical issues:
- Several abandoned oil wells on the site remain unplugged – these should have been addressed before the application was even considered
- The risk of bird strikes to Air Force training aircraft from Randolph Auxiliary Airfield requires further assessment
- Groundwater level measurements must be retaken, as previous readings occurred during drought conditions
- Hours of operation need clear determination
While not a complete victory, we've definitely scored points in this fight to protect our water supply. The commissioners clearly recognized serious deficiencies in the application, though their reluctance to outright deny the permit was frustrating. We remain committed to protecting Seguin's precious water resources.

The community of Seguin was established in 1838 by members of Mathew Caldwell's Gonzales Rangers, though it wasn't officially incorporated until 1853. Initially called Walnut Springs for its nearby freshwater sources, the name was changed after just six months to honor Colonel Juan N. Seguin, one of Sam Houston's most capable lieutenants during Texas' independence struggle.
Colonel Seguin led a dedicated group of Texans of Mexican descent and participated in the historic victory at San Jacinto. He later served as a Republic of Texas Senator and as Mayor of San Antonio.
The Guadalupe River, discovered in 1689 by Alonzo deLeon who named it after the patron saint of his expedition, has long been considered one of Texas' most beautiful waterways. Its scenic beauty and clear waters continue to attract visitors from throughout the state. The river begins near Hunt in Kerr County where its North and South Forks join, flowing 431 miles to San Antonio Bay and the Gulf of Mexico. The Guadalupe watershed encompasses 5,994 square miles and features diverse geological formations and aquatic ecosystems.
