The City of Ukiah hired The Reed Group, Inc. to develop a comprehensive ten-year municipal water system financial plan and update water rates for the city's utility service. The primary goal was ensuring water rates adequately meet the utility's financial and operational obligations including maintenance, debt service, and capital improvements while maintaining appropriate reserves. The most recent water rate adjustment occurred in July 2014.

The water rate study scope included:

  • Evaluating financial goals and policy objectives
  • Reviewing current budget, debt obligations, and improvement plans
  • Creating a ten-year financial roadmap with annual revenue requirements
  • Examining the current rate structure and suggesting adjustments
  • Developing recommendations meeting statutory cost of service requirements
  • Presenting findings to City Council and assisting with public hearing notices

This report documents the analyses performed, presents the utility's financial plan, and summarizes recommendations for water rates. While the city's previous rates from July 2014 generally met financial objectives, the ongoing multi-year drought has reduced water sales and related revenue. Though the financial condition isn't critical, capital improvement needs aren't being fully funded.

The capital improvement plan totals approximately $22.9 million (in current dollars) over the planning period through FY 23-24, with about $15.2 million scheduled within five years. Current revenues cannot fully support this level of capital projects, and available reserves will be significantly depleted as these improvements are completed.

The recommendation is to continue modest annual rate increases, beginning with 3 percent in June 2016, followed by four consecutive annual 3 percent increases each January. These adjustments will help ensure financial stability during the drought and recovery period, maintain adequate revenue for operations and debt service, and provide additional funding for capital improvements.

The financial model reflects reasonable current assumptions, but conditions change. The city should evaluate the utility's financial position annually during budget planning and conduct comprehensive financial and rate studies every 3-5 years unless needed sooner.
