The Cleveland Heights City Charter, established August 9, 1921 and updated in 1972, 1982 and 1986, provides a Council-Manager governance structure that combines elected leadership through council members with professional administrative expertise of the city manager.

The Cleveland Heights City Council consists of seven members elected at-large for four-year terms. Council members select from among themselves the mayor, who also serves as council president. Council hires the city manager, approves the budget, sets tax rates, and makes appointments resulting in programs implemented by the city manager and staff.

Regular Council meetings, open to the public, typically occur on the first and third Mondays monthly at 7:30 p.m. in Cleveland Heights City Hall Council Chambers. Council Committee meetings are generally open to the public, with occasional public hearings held as needed.

  1. WHAT SHOULD I DO IF I EXPERIENCE A WATER OR SEWER LEAK? Contact the Utility Department at 318-449-5660 between 7:00 AM and 3:30 PM; after hours contact the Pineville Police Department at 318-442-6603.
  2. WHAT DOES IT COST TO ADOPT A PET FROM THE ANIMAL SHELTER? Female dogs: $95.00, Male dogs: $85.00, Female cats: $80.00, Male cats: $75.00. These fees include spay/neuter, first vaccinations, deworming, and initial veterinary visit.
  3. ARE ANY ANIMALS FREE OF CHARGE? No, if an animal is already spayed/neutered, the adoption fee is reduced to $10.00.
  4. CAN AN ANIMAL BE HELD WITH A DEPOSIT? No. Previously when deposits were accepted, interested parties often changed their minds, causing missed adoption opportunities with other potential adopters.
  5. WHERE SHOULD I SEARCH FOR A LOST PET? It's essential to personally visit local animal shelters.
  6. CAN I LEAVE INFORMATION ABOUT MY LOST PET AT THE SHELTER? Yes. Provide as much specific information about your pet as possible, including a photo if available, to help with identification.
  7. IS THERE A FEE TO SURRENDER AN ANIMAL? There's no fee, but you MUST reside within Pineville city limits and provide proof of residency.
  8. HOW LONG WILL THE SHELTER KEEP MY PET? We don't have a specific time limit for owner-surrendered animals. We make every effort to adopt out all animals, though unfortunately, we can't always succeed.
  9. WHAT HAPPENS IF A HOME ISN'T FOUND? The animal will be humanely euthanized by injection administered by a certified veterinarian.
  10. WILL THE SHELTER CONTACT ME IF THEY CAN'T FIND A NEW HOME? We make no promises when accepting a pet. We'll attempt to find an adopter, but the only guarantee against euthanasia is never bringing the animal to the shelter.
  11. WHERE ARE THE CITY BASEBALL FIELDS? Located off Bayou Marie Road, on Hickory Street, in the Wardville Community.
  12. HOW MANY BASEBALL FIELDS ARE AVAILABLE? The City has four adult fields and five youth fields.
  13. WHOM DO I CONTACT ABOUT USING THE BASEBALL FIELDS? Call 318-449-5671 for information.
  14. HOW DO I RENT RECREATIONAL FACILITIES? Contact Main Street Community Center at 318-449-5681 for booking information, prices, and availability. Fees vary based on attendance and hours needed.
  15. IS ALCOHOL ALLOWED AT CITY FACILITIES? No. City Ordinance Sec. 14-71 prohibits alcoholic beverages on streets, sidewalks, parks, ballparks, playgrounds, and any city-owned, leased or operated properties.
