Delivering Safe Municipal Water to Cloquet Residents
Your municipal water originates from groundwater sources: five boreholes ranging from 68 to 120 feet deep that draw water from the Quaternary Buried Artesian and Quaternary Water Table aquifers. Cloquet is committed to providing reliable, safe municipal water that meets or exceeds all federal and state quality standards.

The U.S. Environmental Protection Agency establishes safety standards that limit contaminant levels in municipal water, ensuring it's safe for consumption. Similarly, the FDA regulates bottled water to provide equivalent public health protection. All water sources, including bottled water, naturally contain some level of contaminants, which doesn't necessarily indicate a health risk.
Cloquet Monitoring Results includes testing from January through December 2018. We collaborate with the Minnesota Department of Health to test for over 100 potential contaminants. Our water quality data tables show detected contaminants and their levels compared to EPA limits.
Health Information and Special Considerations
Fluoride serves as nature's cavity fighter, with small amounts naturally present in many water sources. Scientific evidence strongly supports that fluoridation reduces tooth decay even when other fluoride sources are available. Cloquet adjusts fluoride levels to between 0.5-1.5 ppm, with an optimal target of 0.6-1.2 ppm for dental health benefits.
Some individuals may be more vulnerable to water contaminants than the general population. Those with compromised immune systems (cancer patients undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS), pregnant women, infants, and some elderly may face increased health risks. These individuals should seek advice from healthcare providers regarding their water consumption.

The City of Cloquet obtains its water supply from four 12-inch diameter groundwater wells (Well Numbers 1, 6, 8, and 11) and the Spring Lake Reservoir. Additionally, the City maintains a fifth well (Well 10) as a backup since 1990. Daily, Cloquet's residents, businesses, and industries consume approximately 1.3 million gallons of well water.
The Spring Lake Reservoir is an open-bottom concrete ground reservoir receiving water from Well 1, though its high-service pumps deliver more water to the system than it receives from this single well. The reservoir essentially functions as a large-diameter well.
Each well undergoes treatment with chlorine gas for disinfection, hydrofluosilicic acid (fluoride) for cavity prevention, and polyphosphate blend to control iron and manganese minerals present in the groundwater. All chemical feeding occurs automatically through specialized pumps, and wells undergo daily inspections to ensure proper operation.
Water Distribution System
Water flows from Cloquet's wells to approximately 3,600 customers through a network of distribution mains spanning roughly 100 miles. Parts of the system date back to the early 1900s, requiring significant maintenance and reconstruction. Since 1985, the City has maintained an aggressive program to gradually replace and modernize its infrastructure.
Water Quality and Protection
Like all groundwater supplies, Cloquet's water contains naturally occurring minerals such as iron, manganese, and calcium hardness. As a Public Water Supply, operations are regulated by the Minnesota Department of Health. Regular monitoring occurs at each well and twenty-five locations throughout the distribution system to ensure compliance with all federal standards.
In 2003, assessment determined that portions of Cloquet's well supply are highly vulnerable to contamination due to relatively shallow well depths (73 to 144 feet) and concentrated sand and gravel soils that allow potential surface contaminants to infiltrate the groundwater supply. The City has identified Wellhead Protection Areas for its major well fields to help safeguard this crucial resource.
