Duluth Municipal Water Report Information

The City began chlorinating water in 1912 as its first water treatment method. This basic chlorination process at the Pump Station remained the sole treatment until 1976 when the modern Treatment Plant was constructed.

Prior to the Treatment Plant's completion, operations would cease during periods of excessive turbidity, drawing down the 70 million gallon distribution system until lake conditions improved. This approach proved inadequate for a population of approximately 100,000, leading to the construction of a rapid sand filtration facility across from the pump station.

Today, the Lakewood Water Treatment Plant delivers an average of 16 million gallons of treated water daily. A 1992 expansion increased capacity to approximately 34 million gallons daily. Every gallon processed exceeds both EPA and Minnesota state drinking water standards.

Once treated, water is distributed through the historic 1895 Pump Station, which propels it through a network of booster pumps, reservoirs, and tanks serving neighborhoods from Lester Park to Fond Du Lac and from Proctor to Park Point.

The Lakewood facilities are situated on Lake Superior's north shore, serving as Duluth's primary water source since 1898. Before this, the city drew water primarily from near 15th Ave E and a smaller intake at 5802 London Rd.

The Treatment Plant's $6.3 million construction was largely funded through state and federal grants. Its primary purpose: ensuring safe, reliable water for Duluth and neighboring communities including Rice Lake Township, Hermantown, and Proctor.
