North Mankato Municipal Water Company and CDC
  1. What is the location of the proposed facility? The facility will be constructed on the east side of Lafayette between Jefferson City High School and Lincoln University's Dwight T. Reed Stadium, partially occupying the current Lincoln softball field which will be relocated.
  2. What is the general description of the building? The structure spans approximately 79,000 square feet across three levels. The main floor (46,800 square feet) houses four full-size basketball courts, offices, lobby, restrooms, reception area, concessions, storage, and meeting spaces. The upper level (23,150 square feet) contains a fitness center, offices, meeting/classrooms, restrooms and an elevated walking track. The 9,800 square foot basement will accommodate Lincoln University Athletic Department offices, locker rooms, and restrooms, completed at Lincoln University's expense beyond their contribution to the Wellness Center.
  3. Has the building size been reduced? Does this mean fewer courts? No. The initial concept was approximately 80,000 square feet, but expanded to 91,000 square feet during planning discussions. Cost estimates revealed insufficient funding for the larger facility, so design reverted to the original size. The building allows for future expansion as usage and community needs grow.
  4. How many courts will the gymnasium contain? The facility will feature scheduling opportunities for both Lincoln students and public users, with posted drop-in times available online and at the facility. Lincoln's intramural programs will also expand and integrate with Parks and Recreation offerings.
  5. What will facility usage cost? Lincoln University students' costs will be covered by a student activity fee collected during academic registration. Others using the facility will pay fitness facility memberships, gym or meeting room rental fees, program registrations, or daily drop-in charges. Fee structures are still being finalized by the University and Parks and Recreation Commission.
  6. Can anyone suggest uses for the facility? Yes. The multiple game courts and extended operating hours will create many new program opportunities for both Lincoln University students and the public. Suggestions can be made directly to either the University or Parks and Recreation, and an advisory committee established under the Memorandum of Understanding will gather input and recommend new programs once the facility opens.
  7. When is the facility expected to open? Architects anticipate receiving bids in early November 2015, with construction beginning before year-end. Construction is expected to take approximately one year, targeting a late 2016 public opening.
  8. How will staffing be managed? Both Parks and Recreation and Lincoln University staff will work in the building. Parks and Recreation offices will likely relocate to the main floor and will coordinate most activities in that area. Lincoln University staff will primarily manage the Fitness Center while collaborating with Parks and Recreation to enhance student programming. Lincoln University Athletic Department staff in the lower level are excluded from shared operating expenses.
  9. What are the facility's operating hours? Initial hours will be Monday-Thursday 6am-10pm, Friday 6am-9pm, Saturday 10am-6pm, and Sunday noon-10pm, subject to adjustment based on participant interests and usage levels.
  10. Will the facility be open daily? The facility will operate daily except for a limited holiday/closure schedule. All or portions may temporarily close for occasional Lincoln University and/or community events requiring full facility use, with six months' advance notice posted to allow users to adjust schedules.
  11. Why is it named the "Wellness Center"? The facility represents both Lincoln University and Parks and Recreation interests. Some of Lincoln's funding includes grants for physical wellbeing/fitness components like the gym and upper-level classrooms. Jefferson City Parks and Recreation funding relates to recreation. The facility will be represented as the University Wellness and Parks Multipurpose Recreation Center. Both parties seek naming rights contributions for the facility, courts and other building elements.
  12. Where can I find more project information? Contact the Department of Parks and Recreation at 573-634-6482 or email jcparks@jeffcitymo.org.
