Who We Are
Desert Water Agency was established as a groundwater management authority in the western Coachella Valley in 1961 and began delivering water service to Palm Springs and Cathedral City residents in 1968. DWA stands among only 29 state water contractors in California, giving us the capability to import water for replenishing our groundwater basin (our desert's primary water source).

We currently maintain approximately 23,000 domestic water connections serving around 106,000 people (including seasonal residents). When you turn on your tap, we're there. DWA operates as a not-for-profit government agency—not a City department—though we collaborate closely with our counterparts at Palm Springs and Cathedral City.

Our team of 76 professionals is guided by a publicly elected, five-member Board of Directors. Board meetings occur on the first and third Tuesday monthly at 8:00 AM at 1200 South Gene Autry Trail in Palm Springs. All community members are welcome to attend.

  1. How does the seasonal sprinkling adjustment affect my water bill? If your monthly sewage fee exceeds your average sewage rate, you'll receive the summer reduced sewage rate for that billing period. The rate is calculated based on your November through April consumption average and applies for five months between April 25 to September 25 (for account numbers starting with 01 and 02), or May 15 to October 15 (for account numbers beginning with 03, 04, and 05). You must have at least three payments before June to qualify. For questions, please contact customer service at 219-462-6174, ext. 2.
  2. How do I transfer the water account to my name? If relocating within the service area where you already pay a water bill, simply call our office at 219-462-6174, ext. 2, for a phone transfer. New residents or first-time customers must visit our Main Office at 205 Billings Street to register for service. You'll need to pay a customer deposit, sign the service agreement, and schedule the transfer. The deposit can be waived by enrolling in direct debit authorization. For active service locations, our representative will take a reading and transfer the account. If service is disconnected, we'll arrange a specific time to activate your water.
  3. I'm new to the community. What appears on my utility bill and how is it formatted? Your utility bill includes water, sewer, stormwater, and trash collection. Residents outside city limits don't pay for stormwater and trash collection, and those with septic systems don't pay for sewer service. View an example of a City Utility Bill (PDF).
  4. What if I cannot pay my bill by the disconnection date? The overdue amount must be paid in full to maintain service. If you need payment assistance, please contact Northwest Indiana Community Action's 211 Program, funded by United Way Agencies, at 800-826-7871. This 24-hour service is free and confidential. We now accept credit card payments online or by phone at 877-278-2205. For more details, check our credit card payment section.
  5. What constitutes a minimum bill for water and sewer? Water and sewer billing depends on your water meter size and consumption. View/print the Minimum Bill Table (PDF).
  6. What clearance is required around fire hydrants? Nothing should be placed near fire hydrants. A three-foot clear zone must be maintained around the entire circumference of all fire hydrants (unless otherwise required or approved).
  7. When may I fill my swimming pool? Residential customers with account numbers starting with 01 and 02 can fill pools after April 25. Those with account numbers beginning with 03, 04, or 05 can fill pools after May 15. All residential customers (excluding apartments) who have received at least three bills before June will receive the summer reduced sewage rate for five months, based on November through April consumption averages.
