Golden State Water thanks California residents for their outstanding conservation efforts and encourages the entire community to continue using water responsibly as our state works toward full drought recovery.

Following several dry winter seasons, all customers are urged to use water efficiently and make conservation a California Way of Life. On May 9, 2016, Governor Jerry Brown issued an Executive Order permanently prohibiting wasteful water practices, including:

  • Hosing off sidewalks, driveways and other hardscapes
  • Washing vehicles without a shut-off nozzle on the hose
  • Operating decorative fountains unless water is recirculated
  • Watering in ways that cause excess runoff
  • Irrigation within 48 hours after measurable precipitation
  • Watering ornamental turf in public street medians with potable water

Golden State Water currently provides service to approximately 8,800 customers in the Barstow area. We are proud to have been the community's water service provider since 1929.

Water delivered to customers in the Barstow System comes from groundwater pumped from the Mojave River Basin-Centro Sub-Basin, which forms the central portion of the Mojave Basin that extends northwesterly and southeasterly from the Mojave River.

  1. I recently purchased a home, how do I close my account?
    Before closing, please call the water billing department to schedule a final reading and provide a forwarding address for the final bill. We will inform you of any applicable charges at closing.
  2. I am purchasing property in Grand Island, how do I open an account?
    Before closing, please contact the water billing department to provide billing/contact information for your new account. We will advise you of any requirements at closing.
  3. I recently moved to Grand Island and haven't received a water bill. When can I expect it?
    Water bills are issued quarterly. We do not prorate or bill for partial quarters. Depending on your move-in date, you may not receive a bill until your account has been active for a full quarter, resulting in a longer initial billing period.
  4. I was away for most of the winter. Why did I still receive a water bill?
    There is a quarterly minimum charge for water service to a property regardless of usage. This base charge covers up to 7,000 gallons of water.
  5. Must I pay sewer fees on water that doesn't enter the sewer system (pools, sprinklers)?
    Yes. All metered water is subject to both water and sewer charges. No adjustments are made for outdoor usage.
  6. I made my payment using online banking before the due date, but I'm seeing a late fee on my current bill. Why?
    Online payments through your bank are not electronically deposited to the Town's account. These payments are physically mailed and posted on the date received. For timely processing, initiate online payments 7-10 days before the due date and include your account number and service address as references.
  7. The due date falls on a weekend when Town Hall is closed. How can I pay without penalty?
    When the 15th falls on a weekend or holiday, payments are accepted penalty-free on the next business day.
  8. I found a notice on my door from the water department. What does it mean?
    Water meters have radio transponders that allow remote reading. Occasionally, readings may indicate a potential issue (leak, unusual usage) or meter problem. In these cases, we leave a door hanger requesting you contact our office promptly. Timely response is important to identify issues quickly. Non-compliance will result in a surcharge on your water bill.
