About Us
Our certified operators maintain quality standards through continuous monitoring. Our water treatment specialists are state-certified professionals who work daily to ensure water quality compliance. We conduct thousands of tests annually using automated equipment that continuously analyzes water at various stages in the treatment process.
The Corona De Mar Water Treatment Plant received significant upgrades in 2000 and 2007. Currently, the District is implementing improvements to continue providing affordable, high-quality water service despite changing supply resources. Our treatment facility includes redundant systems for critical components to ensure reliability during emergencies, peak usage periods, and maintenance.
Water quality testing includes monitoring for radiological elements, lead and copper compliance, microbiological factors, disinfection byproducts, and numerous regulated contaminants. Our comprehensive testing program meets or exceeds all primary State and Federal municipal water quality standards.
The District implements a multi-barrier approach to water treatment, with backup equipment for essential systems and round-the-clock monitoring by professional staff. Testing is conducted both in our laboratory and through independent state-certified labs to ensure complete accuracy and compliance.

The Goleta Water District was established as a political subdivision under California Water Code Division 12, following a public vote on November 17, 1944. One of its primary purposes was to create a legal entity representing Goleta Valley alongside Santa Barbara, Montecito, Summerland, Carpinteria, and Santa Ynez Water Districts.
This coalition was formed to contract with Santa Barbara County Water Agency and the U.S. Bureau of Reclamation for water supply and construction cost reimbursement for the Cachuma Project on the Santa Ynez River. The project was designed to conserve Santa Ynez River waters for use in both the Santa Ynez Valley and South Coast areas of Santa Barbara County, with initial water delivery beginning in 1956.
During the 1940s, amid World War II, Goleta Valley faced severe drought conditions. Local water supplies were insufficient, and no official agency represented Goleta Valley in discussions about developing Lake Cachuma. After the District's formation in 1944, residents joined other county citizens in approving the Cachuma project by a 3-to-1 margin by the late 1940s.
A remarkable engineering achievement of the Cachuma Project is Tecolote Tunnel, a seven-foot diameter, six-mile-long gravity-fed water delivery pipeline drilled through the Santa Ynez Mountains. Construction faced numerous challenges including massive flooding, extreme temperatures, hazardous gas levels, explosions, and structural issues, but was completed in 1952. The 1950s and 1960s saw extensive water infrastructure development throughout Goleta Valley.
