About Us
From 2003 until March 2010, the Halfmoon Consolidated Water District operated a water filtration facility that processed water from the Hudson River. Due to the EPA's Dredging Project and concerns about potential PCB contamination in the water supply, the Town of Halfmoon began purchasing water from the City of Troy on March 26, 2010.
The City of Troy draws its water from the Tomhannock Reservoir, a surface water source located northeast of Troy. Water flows from this reservoir to the Troy Water Treatment Plant (TWTP), a comprehensive treatment facility. To minimize disinfection byproducts (DBPs), TWTP adds potassium permanganate at the reservoir. This strong oxidant treats iron and manganese without producing the DBPs associated with chlorine treatment. Potassium permanganate is applied seasonally from mid-June through September/October, depending on raw water mineral levels.
Additionally, chlorine dioxide is added year-round at Melrose Station to oxidize organic material that would otherwise form DBPs when reacting with chlorine. The Troy treatment process includes coagulation with aluminum sulfate to form larger particles, sedimentation to allow these particles to settle naturally, filtration through sand filters to remove smaller particles, pH adjustment for corrosion control, chlorination to maintain disinfection in the distribution system, and fluoridation at low levels for dental health.
Water from Troy travels through a 24-inch pipe beneath the Hudson River, branching into a 16-inch line in front of the Waterford WTP before continuing north to the Halfmoon Water Treatment Plant. Halfmoon Water District #1, comprising about 7 roads from the Mechanicville/Halfmoon border to Columbus Street and from Pruyn Hill Road to Carver Road, received water from the City of Mechanicville through December 2017.
Our system serves approximately 15,000 residents through 6,503 service connections (including 156 connections in Halfmoon Center #1). The average daily demand is 2.1 million gallons, with total water purchased in 2017 reaching 758,900,257 gallons. Of this, 657,418,375 gallons were delivered to customers, with about 13% classified as non-revenue water due to leaks, main breaks, firefighting, hydrant flushing, meter issues, and unauthorized usage. The average Halfmoon household using 70,500 gallons pays approximately $315.00 annually for water, with tiered rates of $4.55 per 1000 gallons, $6.38 per 1000 gallons from 31,000-50,000 gallons, and $8.50 per 1000 gallons above 50,000 gallons.

The Town of Halfmoon originated from the Dutch tract called Halve Maen along the Hudson River. This expansive plain, named for its crescent moon shape, was situated on the west bank of the Hudson River above its junction with the Mohawk. Mohican Indians offered to sell this land in 1664, and it was subsequently acquired by Philip Pietersz (Schuyler) and Goosen Gerritsz (Van Schaick), with the purchase confirmed in Albany on March 24, 1667.
The Half Moon Patent extended along the Hudson's western shore from the Tenendahowa spring (Anthony's Kill) southward to the northern boundary of Rensselaerwyk Manor, and along the Mohawk River westward to the Wathojax rapids (near today's I-87 North twin bridges), then diagonally back to the starting point.
Dutch traders were the first to establish settlements in the Half Moon area. Early military maps from the French and Indian Wars and Revolutionary War show a cluster of houses called Half Moon situated above present-day Waterford. These dwellings were located on the large tract of land that now contains the boundary between Halfmoon and Waterford Townships, with another house shown where the Leland Farm exists today.
Nanning Vischer's 1776 survey map, which includes both the Van Schaick (Halfmoon) and Clifton Park Patents, shows long narrow strips of land perpendicular to the river—lots #6-11. These riverfront parcels contrast sharply with the more square-shaped lots in the rest of the survey. Land records indicate that Annatje Lievens, widow of Van Schaick, had already transferred these parcels to the earliest settlers before the survey was conducted.

- How do I contest the assessment of my property? You have the right to appeal your assessed value annually at the March meeting of the Board of Review. - Can I check out books with my driver's license? Fraser Public Library allows book checkout with a valid library card or driver's license. However, driver's licenses cannot be used for computer access.
- Can I use a family member's card? Library cards are non-transferable. Each family member must have their own card.
- What is a PIN number? The PIN is a four-digit number selected when applying for your library card. It's used with your card number to place holds, access your account, renew materials, etc.

- What is the age requirement for recreation programs? Ages are determined as of December 31.
- Do Fraser School District residents qualify for resident rates on children's programs? No. Resident rates apply only to addresses within Fraser city limits. Anyone outside Fraser is considered a non-resident.
- Do I need to be a Senior Center member to join activities? You may try a program once without membership, but after that, membership is required. Lifetime membership costs $25 for Fraser residents and $35 for non-residents, including a name badge.
