District Highlights • We operate an advanced reverse osmosis water treatment facility. • By tapping into a productive aquifer, we convert brackish groundwater into 6 million gallons of potable water daily. • Expansion plans are in place to increase production by an additional 2 million gallons per day.
• The district encompasses approximately 91,000 acres in eastern El Paso County, primarily serving the Horizon City region. • HRMUD was established by legislation in 1961 and converted to a municipal utility district in 1989.
• A five-member elected board governs the district: • Bob Jarvis • Dean Hulsey • John Whitaker • Bonnie Moorhouse • Florence K. Thomas
• The Texas Commission on Environmental Quality recognizes our district as a Superior Water District. We operate as a division of Severn Trent Environmental Services, Inc.
District Map Available on our website. New Administration Building The staff and Directors of Horizon Regional Municipal Utility District have outgrown our current administration building at 1539 Pawling Drive due to Horizon City's rapid growth.
Reverse Osmosis Facility Horizon Regional Municipal Utility District obtains water from two separate well fields. The first is located in the desert and consists of nine wells providing a combined pumping capacity of 735 gallons per minute. This water is pumped to Tank 3, chlorinated, and distributed through the system.
The second well field is located along Interstate 10 and contains four wells producing 4600 gallons of water with high total dissolved solids. This water must be processed through our Reverse Osmosis Plant to make it potable.
All produced water is stored in five ground-level and three elevated storage tanks with a combined capacity of 4,400,000 gallons. A combination of booster pump stations and hydraulic pressure then delivers this clean water to more than 25,000 customers.
