WHO WE ARE AND WHAT WE DO

East Cedar Creek Fresh Water Supply District (ECCFWSD) is a local governmental entity established by the 65th Texas Legislature on June 25, 1977. The District encompasses approximately 20 square miles in northwest Henderson County, along the north and east shores of Cedar Creek Reservoir.

Currently serving 6,500 water customers and 5,000 sewer customers, the District's service area primarily consists of residential subdivisions developed in the mid-1960s through early 1970s following the reservoir's construction.

Many challenges facing the District today stem from original infrastructure installed decades ago by subdivision developers. Much of this infrastructure was inadequate or below current standards, requiring significant upgrades to maintain compliance with Texas Commission on Environmental Quality (TCEQ) requirements.

While the District has made substantial improvements to water and wastewater treatment facilities, considerable work remains in replacing aging infrastructure, particularly in the wastewater collection systems.

The District divides service between northern and southern sectors, with Highway 198 at south Gun Barrel City Limits marking the dividing line. Approximately two-thirds of customers reside in the north district, with the remainder in the south. Each sector maintains its own water and wastewater treatment plants.

The main office is located at 115 Hammer Road in Gun Barrel City, just off Welch Lane. The District employs an administrative staff of seven, field staff of seventeen, and water/wastewater operations staff of ten, working within an annual budget to provide essential services. Leadership and management responsibilities rest with a seven-member Board of Directors who establish policies regarding finances, staffing, purchasing, and service priorities.
