How safe is our municipal water? The City of Lebanon Water Department is pleased to report that your water met or exceeded all federal and state requirements in 2017, with zero violations. We are committed to delivering safe water to our customers while maintaining secure facilities.

We proudly present the 2018 annual water quality report featuring analysis results from 2017. During this period, Lebanon Water Works processed 544.388 million gallons of water for distribution.

Our water is sourced from the Greater Mascoma River Watershed, which spans 195 square miles and includes Mascoma Lake, Goose Pond, and Crystal Lake. Protecting these water sources is our highest priority. Our Source Water Protection Program aims to prevent contamination incidents and maintain excellent water quality to minimize treatment costs.

The NH Department of Environmental Services has evaluated our sources' vulnerability to contamination. For the Mascoma River, four susceptibility factors were rated high, four medium, and four low. To learn more about these factors, contact NH-DES at (603) 271-3139 or the Water Treatment Plant Superintendent at 448-2514.

Our treatment process includes several steps to ensure water safety:

  • Coagulation, flocculation, and sedimentation using poly aluminium chloride and activated carbon
  • Multi-media filtration with sands and anthracite coal to remove remaining particles
  • Disinfection with sodium hypochlorite (liquid chlorine)
  • pH adjustment with sodium carbonate (soda ash)
  • Alkalinity enhancement with sodium bicarbonate for corrosion control
  • Fluoridation with sodium fluoride for dental health benefits

  1. Who must file Form 1295? The Texas Legislature's 2015 House Bill 1295 added section 2252.908 to the Government Code, requiring business entities to submit disclosure of interested parties (Form 1295) when entering certain contracts with governmental entities. The Texas Ethics Commission requires electronic filing of this form.
  2. Which contracts require Form 1295? The law applies only to governmental entity or state agency contracts that either: (1) require governing body approval before signing, or (2) have a value of at least $1 million. This requirement applies to contracts entered on or after January 1, 2016.

A contract doesn't require governing body action if: (1) the governing body can legally delegate contract execution authority to staff, (2) such delegation has occurred, and (3) the governing body doesn't participate in selecting the contracted business entity.

Electronic filing is mandatory - paper submissions are not accepted. Business entities must use the Texas Ethics Commission's online filing application, creating an account with email and password authentication.

For login assistance, note that email addresses are case sensitive. Password reset options are available for forgotten credentials. Multiple accounts can be created with different email addresses, but accounts cannot be merged later.

Governmental entities must acknowledge receipt of filed Form 1295 within 30 days after the contract becomes binding. This ensures proper documentation and transparency in public contracting processes.
