  1. What are the City's objectives?
  2. Our primary goal is making Gigabit-class fiber internet accessible to every residence and business in Bloomington. Future economic growth, healthcare advancements, education quality, and community wellbeing depend on robust digital infrastructure. Specific objectives include citywide coverage with no neighborhoods excluded, open access/community oversight, sustainable business model, completion within two years, and primarily funded through partnerships rather than taxpayer dollars.
  3. What does RFI mean?
  4. RFI stands for Request for Information - a business process used to gather written information about potential partners' capabilities. On April 1, 2016, the City published an RFI seeking partners interested in helping achieve next-generation network goals, receiving 12 responses.
  5. Why is gigabit connectivity important?
  6. A gigabit network transfers data at rates of at least one billion bits per second (1 Gbps). For comparison, standard dial-up operated at 56kbps, while current broadband minimum is 25Mbps. Gigabit speeds are 40 times faster than broadband standards, dramatically improving performance for video, audio, graphics, and emerging technologies like VR and 4K video. However, we're already planning for future scalability beyond gigabit speeds as 10Gig networks begin deployment.
  7. What will gigabit internet service cost?
  8. While final pricing is pending, we anticipate residential gigabit symmetrical service (equal upload/download speeds) will cost approximately $70-90 monthly, with business services around $300 monthly. This includes unlimited data usage, symmetrical speeds, and transparent billing without hidden fees.
  9. What is the implementation timeline?
  10. Engineering studies are currently underway with Axia engineers conducting preliminary assessments. If agreements proceed, our goal is complete city coverage within two years, with many areas gaining service by end of 2017.
