Lehigh County Authority (LCA) operates as a public water and wastewater utility dedicated to delivering exceptional service throughout our coverage areas. Our team members are committed to meeting customer needs through professionalism, quality service, and adaptability. We currently provide reliable and affordable water and sewer services to more than 55,000 customers across Lehigh and Northampton Counties in Pennsylvania.

Founded in 1966 by Lehigh County, LCA is governed by a nine-member Board of Directors appointed by the County. As a non-profit public organization, our operations are funded solely through customer revenue, with our rate-setting practices governed by the Pennsylvania Municipality Authorities Act.

Our mission is to deliver excellent value through high-quality, affordable, and reliable water and wastewater services. We accomplish this by:

  • Operating with financial responsibility
  • Creating a respectful, empowering workplace for our employees
  • Practicing environmental stewardship to protect water resources
  • Serving as a community partner in addressing evolving service needs

LCA first developed its Strategic Plan in 1988 to guide water and wastewater service delivery in Lehigh County. We regularly update this plan to address current and future water needs effectively. The plan serves two purposes: providing criteria to guide our efforts and setting expectations for our performance levels.
