About Us
The Manchester Water Department is proud to present our annual water quality report to residents of Manchester and our customers in portions of Glastonbury, Vernon, and South Windsor. This information highlights where your water comes from, what testing ensures its safety, and how you can learn more about your water supply.
Your Water Supply Sources
Manchester utilizes both surface water and groundwater sources. The system includes seven surface reservoirs and ten active wells. Most water comes from Globe Hollow, Porter, Lydall #1 and #2, Howard, Risley (Vernon), and Buckingham (Glastonbury) reservoirs. The groundwater wells are strategically located throughout Manchester on New State Road, Love Lane, Parker Street, Progress Drive, Charter Oak Street, and Fern Street.
Water Treatment Process
Reservoir water undergoes comprehensive treatment at our Spring Street facility, including ozonation (added in 2011 to improve taste and odor), flocculation, sedimentation, filtration, and disinfection. We add lime to adjust pH and zinc phosphate to prevent pipe corrosion. As required by state regulations, fluoride is added to help prevent tooth decay.
Distribution System
Your water reaches your home through a 257-mile network of water mains, four booster stations, and ten storage tanks. This interconnected system means some neighborhoods may receive water from multiple sources depending on location and season. During summer months, we increase groundwater usage to meet higher demands, while winter months rely more heavily on surface water.
2017 Production Statistics
The Water Department produced 1.64 billion gallons in 2017, averaging 4.49 million gallons daily. Our peak day occurred on June 12, 2017, with 6.05 million gallons. Overall, 52% came from reservoirs and 48% from groundwater sources.
Source Water Protection
A source assessment conducted by Connecticut's Department of Public Health rated our surface water supplies as having low contamination risk, as over 50% of watershed land is town-owned open space. Groundwater sources were rated higher risk since most surrounding land isn't town-owned. To manage this risk, Manchester has implemented the Aquifer Protection Program to identify and protect critical water supply aquifers through coordinated land use management. The Water and Sewer Department consists of five specialized sections, each with distinct responsibilities:
Administration
Staffed by an Administrator, Senior Administrative Secretary, Senior Account Associate and Scheduler, this team serves as the primary contact point for residents and manages daily operations. They coordinate policies related to payroll, human resources, and accounts payable while developing annual capital and operating budgets. This team also processes maintenance requests and schedules personnel for emergency and routine work.
Treatment
This section maintains 24/7 operation of water and wastewater treatment facilities. Six State-certified operators manage the water filtration plant and groundwater facilities, while twelve certified operators run the wastewater treatment facility that protects the Hockanum River by removing solids and harmful nutrients from wastewater. Both teams consistently meet all Federal and State quality standards.
Field Maintenance
Four specialized teams with 22 total employees handle different aspects of infrastructure maintenance:
- The Transmission and Distribution team maintains the water system and responds to emergencies around the clock
- The Construction team replaces outdated or undersized water/sewer mains
- The Source of Supply team manages approximately 4000 acres of watershed land
- The Sewer Line Maintenance team services the sanitary collection system
Laboratory
Our State-certified laboratory performs daily testing of water and wastewater samples to ensure compliance with all drinking water standards and proper treatment of wastewater before discharge. The staff provides water quality information to customers and will analyze water samples at no charge.
Customer Service
This team handles billing, meter reading, account management, meter installation/repair, leak detection, cross-connection testing, and water conservation assistance.
Engineering
Though part of Public Works rather than Water and Sewer, this team designs and inspects water/sewer facility projects, performs utility markouts, provides mapping information, and issues connection permits. They're located at Lincoln Center, 494 Main Street.
