Massena Village

The water supply sources in Massena include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over land surfaces or through the ground, it dissolves naturally occurring minerals and can pick up substances from animal presence or human activities.

Potential contaminants in water supplies may include: microbial contaminants, inorganic compounds, pesticides and herbicides, organic chemicals, and radioactive materials. To ensure safe tap water, the State and EPA establish regulations limiting contaminant levels in public water systems. Similarly, the State Health Department and FDA regulate bottled water safety standards.

Our primary water source is the Saint Lawrence River, accessed through the Massena Intake on Route 131 north of the Village. Throughout 2017, we experienced no restrictions on our water supply. Treatment includes chlorination for disinfection and zebra mussel control, diatomaceous earth filtration, polychlorination, fluoridation for dental health, and zinc orthophosphate addition for corrosion control.

The NYS DOH has evaluated our Public Water Supply under The Source Water Assessment Program (SWAP). It's important to note these assessments estimate potential contamination risks using available data. Higher susceptibility scores don't indicate that contamination has or will occur, as our system provides treatment and regular monitoring to meet quality standards.

Our Great Lakes watershed is exceptionally large for a specific SWAP assessment. General concerns for this water source include storm-generated turbidity, wastewater impacts, toxic sediments, shipping-related spills, and invasive species issues (like zebra mussels causing intake clogging and taste/odor problems).

The assessment found medium susceptibility to contamination. Agricultural lands in the assessment area create potential for protozoa and pesticide contamination. The moderate density of CAFOs may also contribute to contamination risks. While few in number, authorized discharges don't likely pose significant threats based on their density. Notable contamination susceptibility is also associated with IHWS sites, landfills and mines.

Treated water is distributed through an underground piping system serving Village residents and certain Town of Massena areas, including Bucktown, Riverview Estates, Massena Centre, Dennison Road, East Massena Water District, and Lake Road.

Our system serves approximately 18,729 people through 5,545 Village residential connections, 736 commercial connections, and 581 Town residential connections, plus industrial and institutional services. In 2017, we produced 382 million gallons of water, averaging 1.04 million gallons daily, with our highest single day reaching 1.52 million gallons on May 30, 2017. Of the total, 287 million gallons reached consumers, with 96 million gallons (25%) used for main flushing, filter backwashing, fire fighting, and accounting for system seepage.
