About Us
Our primary water supply comes from the San Francisco Local Water System (SFRWS), owned and managed by the Bay Area Public Utilities Commission (SFPUC). The source originates as snowmelt flowing down the Tuolumne River into Hetch Hetchy Reservoir. This protected Sierra water source has received exemption from filtration requirements by both the U.S. Environmental Protection Agency (USEPA) and State Water Resources Control Board's Division of Municipal Water (SWRCB-DDW).
To ensure safe consumption standards, Hetch Hetchy water undergoes several treatment processes including:
- Ultraviolet light and chlorine disinfection
- pH adjustment for corrosion control
- Fluoridation for dental health
- Chloramination to maintain disinfectant levels and minimize byproduct formation
The Hetch Hetchy supply is supplemented with surface water from two local watersheds. The 35,000-acre Alameda Watershed in Alameda and Santa Clara counties feeds the Calaveras and San Antonio reservoirs before flowing to the Sunol Valley Water Treatment Plant (SVWTP). The 23,000-acre Peninsula Watershed in San Mateo County supplies the Crystal Springs, San Andreas, and Pilarcitos reservoirs, which are processed at the Harry Tracy Water Treatment Plant.
The SWRCB-DDW has approved additional surface water sources including Lake Eleanor, Lake Cherry, and associated creeks conveyed via the Lower Cherry Aqueduct and Early Intake Reservoir (collectively known as Upcountry Non-Hetch Hetchy Sources or UNHHS). These supplemental sources, when utilized, undergo treatment at the SVWTP before distribution. No UNHHS water was used in 2017.
Regional treatment plants employ filtration, disinfection, fluoridation, and pH adjustment for optimal corrosion control. The SFPUC conducts annual watershed sanitary surveys for Hetch Hetchy and five-year surveys for local sources, with the most recent regional survey completed in 2016 covering 2011-2015. A special UNHHS watershed survey was conducted in 2015 as part of drought response planning. These assessments identify wildlife, livestock, and human activities as potential contamination risks. History
The North Coast County Water District has been providing water to Pacifica residents since 1944. Our commitment to our motto "Safe Municipal Water is our Business" has been maintained for over six decades through the dedication of qualified administrators and staff.
Early Coastside settlers relied on groundwater wells and small community utilities or private companies for their water needs. After experiencing numerous shortages, service interruptions, and water quality concerns, the community, particularly in the Salada Beach/Sharp Park area, pushed to secure water from the Hetch Hetchy system that was successfully serving San Francisco.
Critics claimed the Hetch Hetchy connection would be financially ruinous and that the mountain water pressure would damage local infrastructure. However, on August 8, 1944, residents voted overwhelmingly (315 to 42) to establish the NCCWD and begin the process of connecting to San Francisco's Sierra water supply. The local newspaper, The Breakers, noted that "never in this community's history had citizens been more united in purpose" regarding water service.
Today, the Hetch Hetchy system can deliver 100% of Pacifica's water needs. Throughout its history, the District has navigated several challenges:
- A contentious recall election that led to policies addressing post-war housing development
- Heated public meetings that occasionally required law enforcement presence
- A proposal to merge NCCWD with the City of Pacifica (which was established 13 years later), which voters ultimately rejected
The District proudly contributed to the creation of San Pedro Valley Park in the 1960s by leasing over 500 acres to San Mateo County for 99 years at a symbolic rate of $1.
