The First District Water Department (FDWD) delivers safe, quality water daily to over 40,000 residents across Norwalk and portions of New Canaan, Wilton, and Westport, as well as businesses throughout our service area.

Our Watershed: The FDWD watershed encompasses 10 square miles across Connecticut and New York. We maintain nearly one billion gallons of water capacity from four main reservoirs: Scotts, Browns, Milne, and Grupes Reservoirs, primarily located in Lewisboro, NY and New Canaan, CT. Additionally, the Kellogg-Deering wellfield along the Norwalk River contributes a small amount of groundwater to our system.

Board of Commissioners: The Norwalk First District Water Department operates under a Board of Commissioners representing the First Taxing District of Norwalk, primarily focused on water supply management. The original charter was granted to the Borough of Norwalk in 1870, which evolved into today's First Taxing District. Its function includes collection, treatment, and distribution of water for residential, commercial, and industrial uses, plus fire protection across multiple Taxing Districts and neighboring communities.

Operations: The General Manager oversees daily FDWD operations, reports directly to the Commissioners, recommends necessary improvements, and requests funding for infrastructure enhancements and operational expenses. All department policies undergo regular review by the General Manager.
