About Us
Oil City is legally mandated to distribute this annual water quality report to all customers. We continuously monitor our water quality in accordance with Federal and State regulations. The Contaminants Tables included in this report show our monitoring results from January 1st through December 31st, 2013.
Your Water Source
Oil City draws its water from groundwater sources, specifically a network of wells in the Seneca Farm field located upstream from the business district along the Allegheny River. This field has reliably provided the city's drinking water since 1897.
Water Quality Information
All water, including bottled varieties, can reasonably be expected to contain at least minimal amounts of certain contaminants. The presence of these substances doesn't necessarily indicate a health risk. To ensure safety, the EPA and Pennsylvania Department of Environmental Protection (DEP) establish regulations limiting contaminant levels in public water systems. Similar regulations from the FDA and DEP govern bottled water standards. Contaminant Sources
As groundwater travels through soil and rock, it dissolves naturally occurring minerals and can pick up substances from animal presence or human activities. Contaminants may include microbes, organic and inorganic compounds, pesticides, and radioactive materials. Oil City treats water with chlorine disinfection, which creates certain by-products. Water may also dissolve materials from pipes and home plumbing systems. With DEP support, a Source Water Protection Plan was completed for Oil City in 2010, available for review at the City Engineer's Office.

The City of Oil City operates under a Council/Manager form of government established through the Pennsylvania Optional Third Class City Charter Law. The City Manager serves as the chief administrative and executive official under the direction of a five-member City Council, consisting of a Mayor and four Council members elected at-large.
According to the City Code, the City Manager's responsibilities include:
