Palatine Municipal Water Report Information

Palatine operates under a Village Manager governmental structure, where an elected council (comprised of a mayor and six board members) employs a professional manager to oversee daily governmental operations and programs. This council, known locally as the Village Council, sets policies, determines tax rates, and approves the annual budget, while the professional manager serves as the administrative executive.

The Village Manager acts as the Council's chief advisor, implementing policies, managing staff hiring, and preparing annual budgets for Council approval. Despite being incorporated as a village, Palatine utilizes this professional management approach where the Council retains voter-vested authority while employing a full-time executive to implement decisions.

The Village Council consists of seven members: a Mayor elected at-large and six Council Members elected from separate districts, each serving four-year terms. Elections are staggered so only half the Council is elected every two years, ensuring continuity of experience. The Mayor has additional statutory responsibilities including serving as Liquor Control Commissioner and official signatory for Village expenditures.

The Village Clerk is also elected to a four-year term, serving as recording secretary for the Council and as local election officer for municipal elections. This position is responsible for maintaining official Village documents including ordinances, resolutions, minutes, licenses, and contracts.

As a home rule community (achieved in 1970 when population exceeded 25,000), Palatine has greater authority to regulate for public welfare, license, tax, and manage local affairs than non-home rule municipalities. While the Illinois General Assembly has granted home rule communities flexibility, certain restrictions exist on taxation powers and debt management.
