About Us
The Bull Run Watershed, Portland's protected surface water source, is situated in the Mt. Hood National Forest, approximately 26 miles from Portland. This watershed is meticulously managed to provide clean municipal water to nearly a quarter of Oregon's population.
Annually, the watershed receives approximately 135 inches of precipitation (rain and snow), which flows into the Bull Run River and then into two reservoirs capable of storing nearly 10 billion gallons of water.
A Source Water Assessment completed in 2003 (available at www.portlandoregon.gov/water/sourcewater assessment or by calling 503-823-7525) identifies naturally occurring microorganisms as the primary contaminants of concern, including Giardia, Cryptosporidium, fecal coliform bacteria, and total coliform bacteria. These organisms are common in virtually all freshwater ecosystems and may affect the Bull Run supply at minimal levels.
Currently, the Bull Run Watershed is an unfiltered water source without treatment for Cryptosporidium. However, the Portland Water Bureau is implementing water filtration technology scheduled for completion by September 2027.

Since 1895, the Water Bureau has delivered municipal water from forest to customer taps. Portland's high-quality water comes primarily from the Bull Run Watershed, an unfiltered surface water supply with rainfall that creates a highly reliable resource for the region, featuring two reservoirs and a capacity exceeding 200 million gallons daily.
Additionally, the bureau maintains a robust secondary source with the Columbia South Shore Well Field—another high-quality water source that supplements supply during summer months, helps manage turbidity issues in the Bull Run watershed, and can independently satisfy the City's daily requirements when necessary.
The agency manages over $8 billion in infrastructure assets, operates with a proposed annual budget of $212 million, and projects a five-year Capital Improvement Program budget of approximately $392 million. As one of only about twelve utilities nationwide with an Aaa bond rating from Moody's Investment Services, the bureau demonstrates responsible financial management that benefits ratepayers through lower borrowing costs for its capital program.
The authority is also nationally recognized for pioneering its asset management model in the water utility industry. This approach to prioritizing critical maintenance, replacement, and growth needs maximizes the impact of limited resources against the substantial maintenance demands of a large water system. Furthermore, the bureau maintains a robust program proactively protecting the natural environment that provides the region's water while mitigating downstream impacts on fish habitat.
