Frequently Asked Questions About Tree Permits

When is a permit required?
Redmond city code sections 3.600 to 3.613 state that "a person must obtain a permit approved by the City Arborist or designee before planting, removing or major pruning any tree located in a public zone." City staff on official business and utility service companies with current establishment agreements with the City are exempt from permit requirements.

What constitutes a public zone?
A public zone includes City-owned property, all dedicated public rights-of-way, and any property under City jurisdiction. Examples include city parks, median strips, and property alongside dedicated public streets, including sidewalks. On most dedicated public streets, the public right-of-way typically extends 30' from the center of the street pavement.

What qualifies as major pruning?
Major pruning involves removing more than 20% of a tree's crown within an annual growing season to meet specific objectives. The crown encompasses the leaves and branches measured from the lowest branch on the trunk to the tree's top. Topping is not considered major pruning and is generally prohibited.

Do I need confirmation before starting work that doesn't require a permit?
We recommend contacting the City Arborist at (541) 504-2000 before beginning work to ensure your planned activities comply with Redmond City Code provisions, which prohibit certain actions and require protective measures for public trees.

What happens after submitting a permit application?
The City Arborist will review your application and notify both the applicant and property owner of approval or denial, typically within 5 working days of submission.

What criteria must be met for tree removal approval?

  1. The tree poses a hazard and removal is the only viable solution.
  2. The tree is dead or dying with no reversible treatment options.
  3. The tree is unhealthy and threatens other trees in the City.
  4. The tree is damaging nearby infrastructure, and the damage cannot be remedied.
  5. The tree, in fair or poor condition, is negatively affecting neighboring trees in good or excellent condition.
  6. The tree is located under power lines and requires topping to meet Oregon Public Utility Commission standards (as determined by an ISA Certified Arborist/Utility Specialist).

An approved removal permit may require replacement trees approved by the City Arborist.

What criteria apply to planting permits?
Permits for planting trees in public areas require the City Arborist to verify that:

  1. The site will support healthy mature tree growth without creating nuisance conditions.
  2. The selected tree species is suitable for the site's characteristics.
  3. The tree species is not on the City Arborist's prohibited list.
