Roseburg draws its water from the North Umpqua River. The raw water is collected at the City's treatment facility on Pioneer Way in Winchester where it undergoes purification before distribution through the City's piping network. The system serves approximately 29,000 residents through 191 miles of transmission and distribution mains, 13 reservoirs providing 10.6 million gallons of storage capacity, and 17 pump stations.

During 2017, the Winchester Treatment Plant produced 1.664 billion gallons of treated water, averaging 4.55 million gallons daily. The facility operates 24/7 with state-certified professionals ensuring quality standards are met. The North Umpqua River is considered a premium water source with minimal contamination risk due to the extensive undeveloped forested areas within its watershed. The treatment process employs a four-stage approach to deliver safe, clean water:

  • Coagulation - where additives help clump dirt particles together
  • Sedimentation - allowing these larger particles or "floc" to settle
  • Filtration - removing remaining particles
  • Disinfection - adding minimal chlorine to maintain safety during distribution

All municipal water, including bottled varieties, naturally contains trace amounts of some contaminants. Their presence doesn't necessarily indicate health risks. City of Roseburg Municipal Water Report Information

Roseburg has been inhabited since ancient times, with indigenous peoples establishing villages along the eastern banks of the South Umpqua River long before European contact. The location was ideal, featuring abundant fuel sources, native fruits, clean water, and a pleasant climate. The river and its tributary, Deer Creek, provided plentiful salmon and trout, while the surrounding hills offered excellent hunting grounds for deer and other wildlife.

Hudson's Bay Company fur traders were among the first non-natives to visit the area, trapping and establishing trade relationships with local tribes. Their pack trains, laden with premium beaver and otter furs, followed indigenous pathways northward to Fort Vancouver, the company's regional headquarters.

As American settlers populated the Willamette Valley in the 1840s, exploration of the Umpqua Region increased. Lieutenant George F. Emmons and former Midshipman Henry Eld led a division of the Wilkes United States Exploring Expedition through the future site of Roseburg in 1841 during their journey from the Columbia River to San Francisco Bay.

The first documented white settler on the present city site was reportedly a squatter named Musgrove. His land rights were later acquired by brothers J.T. and L.C. Raimey, who in fall 1851 transferred those rights to newly arrived Aaron Rose. Rose established his home as a tavern and resting place for travelers following the Oregon-California Trail, serving both the northbound settlers and supply-laden pack trains heading to the mines of Southern Oregon and Northern California.
