Before RLCWA's establishment and water system construction, residents of southern Lorain county and surrounding areas couldn't rely on groundwater or other potable sources, instead depending on cisterns, private wells, and delivery trucks for their water needs.
Community leaders from the original Authority members met in fall 1973 to address their collective water requirements. The Authority formed in 1973 under Chapter 6119 of Ohio Revised Code after sixteen townships and two villages petitioned the Lorain County Court of Common Pleas. Following compliance with all Preliminary Entry requirements, a final Judgment was entered in April 1974.
Upon formation, the Authority adopted regulations establishing responsibilities for both the Authority and its customers, plus by-laws for internal governance. The Board conducts monthly open meetings to discuss policy and act on resolutions from members and staff.
Geographically, the water system currently encompasses all or portions of 28 adjacent Ohio townships, six villages and one city, primarily in Lorain County. The total land area covered exceeds 680 square miles.
