About Us
The newly renovated Montevina Membrane Purification Plant within the Santa Cruz Mountains resumed water treatment operations late last year. Thanks to advanced filtration technology upgrades, the Plant can now continuously process water during severe winter storms, which was impossible with the previous treatment facility. This enhanced capability to utilize a local water source benefits our customers by providing high-quality, cost-effective water.
For the filtration system, SJW selected BASF/inge ultrafiltration membranes. These innovative membranes filter water from the membrane's interior and are constructed from polyether sulfone (PES), a durable material guaranteed to experience minimal breakage under standard operating conditions. These membranes also offer energy efficiency benefits, requiring relatively less power to push water through their 20 nanometer pores (a human hair is approximately 40,000 times larger than these membrane pores).
SJW constructed the facility using an innovative design-build approach. This process allowed SJW to collaborate with design contractor HDR on membrane selection and implement several design modifications as operational implications became apparent. Improvements included incorporating adequate management space and an analytical laboratory within the original plant's footprint, as well as redesigning the Solids Handling Facility to ensure peak production during winter storms.
Additional enhancements featured security upgrades, remote operation capabilities for the Solids Handling Facility, and repurposing former settling lagoons as emergency storage for settling basin sludge during equipment failures or prolonged winter storms. This project exemplifies SJW's commitment to leveraging cutting-edge technology to deliver high-quality water at minimal cost. The new Plant is the largest drinking water facility with this membrane type in the United States and is expected to provide customers with superior, affordable water from a local source for the next four decades.

About MTBE: In 1996, the California Air Resources Board mandated that all gasoline sold in California be reformulated to contain 11 percent oxygenates, commonly methyl tertiary butyl ether (MTBE), to reduce vehicle exhaust emissions. While California's air quality improved with reformulated fuel, MTBE has been detected in some California drinking water supplies. MTBE is particularly problematic as it causes taste and odor concerns even in trace concentrations, and it's highly mobile in water and difficult to remove.
We continuously monitor all our wells and local surface supply for MTBE, and to date, it hasn't been detected. Our groundwater comes from deep wells protected by impermeable soil layers. Our local mountain surface water originates from clean, well-protected watersheds with minimal contamination opportunities.
We work closely with the Santa Clara Valley Water District (SCVWD), which supplies treated surface water to San Jose Water and seven other regional water retailers, to track MTBE in our imported water sources. SCVWD has detected trace MTBE levels in Calero and Anderson Reservoirs and State Water Project water supplying their treatment plants. The levels found in SCVWD's treated water are extremely minute (approximately 1 part per billion) and pose no health risk, well below both the health-based Primary Maximum Contaminant Level of 13 ppb and the aesthetic Secondary Maximum Contaminant Level of 5 ppb.
What is Perchlorate? Recently, the California Department of Public Health found perchlorate in numerous California drinking water sources. Perchlorate is an inorganic compound derived from ammonium perchlorate, used in manufacturing solid rocket fuels and explosives. Since perchlorate wasn't historically considered a common contaminant, no federal or state drinking water standards existed. However, CDPH has adopted a provisional action level of 18 micrograms per liter (ppb).
The primary health concern with perchlorate is its interference with the thyroid gland's iodine utilization for hormone production. While contamination of local water sources isn't considered likely, factors such as widespread defense/aerospace use and detection elsewhere in California prompted San Jose Water to conduct additional monitoring in our service area. Testing completed in January 1998 confirmed perchlorate's absence in all our water supplies.
What are trihalomethanes (THMs)? Trihalomethanes form alongside other disinfection byproducts when chlorine is added during water treatment. Chlorine, while destroying disease-causing organisms, reacts with naturally occurring organic matter (dissolved vegetation) to produce THMs. These compounds include Chloroform, Bromodichloromethane, Dibromochloromethane and Bromoform.

Section 53.04 of the City of Worthington Code of Ordinances outlines the odd-even water regulations. Water users with odd-numbered addresses may water only on odd-numbered days of the month, while users with even-numbered addresses may water only on even-numbered days. Worthington Public Utilities reminds customers that discharging sump pumps into the sanitary sewer system violates City Ordinance and is subject to fines. This practice creates excessive flows that can exceed the sewer system's design capacity and cause treatment process bypasses. Sewer backups and flooding of neighboring basements may also occur.
