Consolidated Utilities Billing and Service (CUBS) handles billing and collections for multiple utility services including Refuse, Water, Sewer, and Stormwater drainage, as well as managing Rental Housing Compliance programs. The department oversees more than 318,000 customer accounts generating annual revenues exceeding $485 million.
The Utility Customer Service Call Center serves as the primary contact point, handling approximately 20,000 customer calls and 13,000 web requests monthly regarding utility services and billing inquiries.
Property owners are responsible for payment of all utility services. Collection procedures include property lien processes and transferring delinquent amounts to property tax bills. Unpaid balances on closed accounts are forwarded to the Department of Revenue Recovery (DRR) for collection. Additionally, CUBS manages a small billing system for credit accounts at the County Landfill, with collection measures including account termination and referral of delinquent accounts to DRR.
