About Us
We're pleased to present this year's Annual Water Quality Report (Consumer Confidence Report) as required by the Safe Drinking Water Act. This document provides information about your water source, composition, and how it compares to regulatory standards.
The Town of Payson Water Department (System AZ04-04032) serves approximately 17,000 customers across a 16 square mile service area. Our system includes 41 active groundwater wells drawing from an aquifer comprised of complex fractures in the granite bedrock beneath our town. The distribution network features 8.6 million gallons of storage capacity, 9 booster stations, 1 water remediation facility, and over 190 miles of pipelines, maintained by 19 full-time staff members.
Beginning in late 2018, Payson completed the C.C. Cragin Reservoir project, which more than doubled our available water supply. This infrastructure connects our town to the reservoir located atop the Mogollon Rim.
Understanding Your Water Quality Results
Municipal water sources include rivers, lakes, streams, reservoirs, springs and wells. As water travels over land or underground, it dissolves natural minerals and can pick up substances from animal presence or human activity. To ensure safety, the EPA establishes regulations limiting contaminants in public water systems.
The Water Quality Table lists all detected contaminants during this reporting period. Though many more substances were tested, only those listed were found in your water. All sources naturally contain some contaminants, which at low levels are generally not harmful. Results shown represent the most recent data, with some testing occurring less frequently when contamination risks remain stable.
Based on available information, ADEQ has determined our source water may be vulnerable to potential contamination. You can help protect our water quality by:
- Using herbicides, pesticides and fertilizers sparingly
- Disposing of unused medications at police department drop boxes
- Recycling car batteries, used motor oil, and other automotive fluids
- Taking household hazardous materials to proper disposal centers

Before Payson was established as a town, locals called this area Green Valley. Bill St. John, who settled south of Green Valley in 1978, explained his switch from cattle to goat farming to Lewis Pyle saying, "I used to have milk cows and range cattle, but they constantly drifted into Green Valley where rustlers would take them, so I switched to goats."
St. John noted that cattle from throughout the region naturally gathered in Green Valley, making it the primary roundup camp due to its central location and because "the water and grass in Green Valley just seemed to draw the cattle in."
The mountain community of Payson has often been overlooked in histories about rodeo origins. This isn't surprising since, from its 1882 founding until the Beeline Highway's completion in 1958, Payson remained one of the West's most isolated settlements, hidden in the upper Tonto Basin region.
Early ranchers in the Payson area by 1880 included the Houston brothers (Sam, Bill and Andrew), John Meadows and sons, Henry Saddles, Bill Graig, the Hises (John and son Frank), William Burch, and Paul Vogel. Ranchers from nearby settlements also participated in Green Valley roundups.
The entire Tonto Basin operated as open range, with cattle from different ranchers mixing freely. Annual gatherings brought cowboys driving cattle to common roundup camps for branding. Green Valley (later Payson) became the natural hub for ranchers and cowboys, where friendly competitions developed over roping skills, bronc riding abilities, and racing horses—essentially creating early rodeo activities before they were formally named.
These historical gatherings led to what's now known as the "World's Oldest Continuous Rodeo," beginning with the 1884 celebration that launched Payson's annual tradition. The remote nature of the Tonto Basin—bordered by the Mogollon Rim, Mazatzal Range, and Sierra Anchas—kept these events largely unknown to outsiders documenting rodeo history.
