The City of Woodbury, one of America's oldest "small cities," was established in 1683 when Henry Wood, a Quaker from Bury, England, settled here. By 1715, Woodbury had evolved into a Quaker religious center and was a thriving settlement at the start of the American Revolution.

Due to its proximity to Philadelphia, Woodbury held strategic importance during our nation's founding. Just two miles west lies the Red Bank Battlefield with Fort Mercer, where in 1777, 600 determined Americans defeated a 6,000-strong Hessian force. The noted British General Lord Cornwallis, who later surrendered to George Washington at Yorktown, established his headquarters in Woodbury during his campaign to capture Philadelphia in 1777.

By the mid-19th century, Woodbury had grown substantially and was incorporated as a City in 1854. The community experienced its greatest economic and population growth between 1880 and 1900, largely due to the Green family's patent medicine industry.

For over two centuries, Woodbury has served as the County Seat of Gloucester County, which continues to base its operations throughout the city. This fact, along with the development of the former Underwood Memorial Hospital (now Inspira Medical Center), has established Woodbury as the legal and medical hub of the region. Recently, Woodbury has begun experiencing a commercial revival, thanks significantly to Woodbury Main Street Inc.'s efforts.
