About Us
The Adrian Resources Department is proud to present this year's Annual Municipal Water Quality Report (Consumer Confidence Report) as required by the Safe Drinking Water Act. This regulation, part of the 1996 Safe Drinking Water Act Amendments, requires all community water systems to provide customers with an annual report.
We are pleased to report that Adrian's municipal water exceeded all Federal and State requirements in 2017. The report details testing completed during the 2017 calendar year.
Adrian utilizes a combination of surface water from Lake Adrian and groundwater from the Westside Well Field as its primary water sources. Wolf Creek is fed by a 65-square-mile watershed. Lake Adrian spans 86 acres and can hold up to 300 million gallons of water. The Westside Well Field can produce approximately 4.4 million gallons of water daily, which is blended with surface water to enhance overall supply quality.
The Adrian Water Plant, constructed in 1944, produces approximately 1.5 billion gallons of clean water annually. The facility operates 24/7 with dedicated staff committed to providing quality service.
Protecting Our Water Supply
Everyone can help protect our municipal water sources:
- Minimize use of lawn fertilizers and pesticides which contain chemicals that can reach water sources
- Clean up after pets properly
- Volunteer with local watershed protection organizations
- Maintain septic systems properly or consider connecting to public water systems
- Dispose of chemicals responsibly; recycle used motor oil
- Participate in storm drain stenciling projects to remind people "Dump No Waste - Drains to River"
The Michigan Department of Environmental Quality has assessed our source water vulnerability as "high" based on geologic sensitivity, water chemistry, and potential contamination sources. Significant concerns include urban and agricultural runoff from the River Raisin watershed above Adrian. We are actively working to protect our supply through access management, regular sampling, and watershed monitoring.
Special Health Information
Some individuals may be more vulnerable to water contaminants than the general population. Immuno-compromised persons (cancer patients undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS, elderly individuals, and infants) should seek advice from healthcare providers about drinking water. EPA/CDC guidelines on reducing infection risk from Cryptosporidium and other microbial contaminants are available through the Safe Drinking Water Hotline (800-426-4791).
Lead Information
Elevated lead levels can cause serious health problems, especially for pregnant women and young children. Lead in drinking water primarily comes from materials in service lines and home plumbing. While Adrian Water Treatment Plant provides quality water, we cannot control the materials used in plumbing components. If your water has been sitting for several hours, flush your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If concerned about lead, consider having your water tested.
Municipal water, including bottled water, may reasonably contain small amounts of some contaminants. Their presence does not necessarily indicate a health risk.

Adrian Water System – Over One Century of Service
The development of Adrian's water infrastructure faced early challenges. The need for a central water supply was recognized back in 1873 when Civil Engineer Peter Hogan submitted a report to the City Council outlining potential methods for providing adequate water to a growing community of 10,000 residents with expansion capacity for 20,000.
Hogan, demonstrating remarkable foresight, recommended Wolf Creek as the logical water source, noting it was primarily spring-fed and relatively free from contaminants. He observed that "The River Raisin may be considered, but as this stream is already contaminated with sewage and other impurities, the effects of which are likely to increase with city growth, this source should be avoided." This historical note reminds us that water pollution has been a concern since the earliest days.
The engineer proposed installing a pumping station at the junction of Wolf Creek and River Raisin, just east of Bent Oak Avenue across from the current water plant. He also recommended constructing a reservoir 10 feet above ground level at Dean and Bristol streets, where the elevated tank near the fairgrounds stands today. The reservoir would provide sufficient gravity pressure to supply water to most residences in the city. The total estimated project cost, including the distribution system, was $185,000.
Though the City Council received the report, no immediate action followed. A decade later, on January 26, 1883, the City finally contracted with Holly Manufacturing Company to construct and maintain a water system. Before construction began, the contract transferred to Adrian Michigan Water Works.
Despite Hogan's earlier recommendation, the contract specified water should come from wells and springs. Construction of a pumping station on Merrick Street was authorized on April 12, 1883. The city agreed to pay $10,000 annually for fire hydrant rental fees once the water system met contract specifications.
This marked the beginning of a prolonged dispute between the city and subsequent water company owners over water quality and quantity. Residents frequently complained about insufficient water service, inadequate fire protection, and even basic issues like insufficient water for flush tanks.
