The Chester Metropolitan District operates as a Special Purpose District established by South Carolina legislature in 1963, serving as the primary water provider throughout Chester County. Their service area extends along SC Highway 9, SC Route 99, the US 21 corridor, and serves the communities of Chester, Fort Lawn, Great Falls, and Richburg.
Surface Water Treatment Plant
The system is supplied by a 7.2 million gallon per day (MGD) surface water treatment facility located on the Catawba River in Fort Lawn on the eastern edge of the county. Currently operating at approximately 42% capacity (3.012 mgd) under normal conditions, peak usage has approached 60% of plant capacity, with maximum daily flow reaching 4.014 MGD.
Distribution Network
Water is distributed via a 24-inch pipeline supplying the Highway 9 corridor westward to Chester, while a 16-inch pipeline serves the southern portion of the county and Great Falls along Highway 99. Smaller pipeline networks deliver water to developed areas throughout the county. System storage capacity includes 5.7 million gallons distributed across two 1-million-gallon ground storage tanks near Rodman, elevated tanks in Richburg, Chester, and Great Falls, plus clearwell storage at the Fort Lawn filtration plant.
Water Quality Assurance
The Fort Lawn facility consistently meets all drinking water standards established by the South Carolina Department of Health and Environmental Control (DHEC). The district maintains several programs to ensure optimal water quality, including monthly flushing and testing to verify adequate chlorine levels, annual hydrant maintenance, semi-annual valve exercising, and annual chlorine burnout procedures.
