The City of Mountlake Terrace, Moses Lake and surrounding water systems have a rich history dating back to indigenous communities. For generations, tribal peoples established camps along lake shores to gather natural resources including roots and waterfowl eggs. Chief Moses (1829-1899), a prominent Columbia-Sinkiuse tribal leader, gave his name to the region and waterways that would later support developing communities.
The arrival of settlers created competition for water access, transforming traditional native lands first into livestock ranges and later into irrigated orchards. The early settlement, initially platted in 1911, faced significant challenges from water rights disputes and economic hardships during the Great Depression. Fruit orchards eventually gave way to potato and onion fields as agricultural priorities shifted.
By 1913, legal complications regarding water distribution had significantly hindered community development. Infrastructure suffered, with livestock roaming freely through unpaved streets and wooden walkways falling into disrepair. Water rights conflicts directly impacted land sales until reassignment to local irrigation districts in 1929 allowed for dam construction and allocation of irrigation water.
Despite challenging times, residents collaborated to improve local conditions, forming business associations that influenced highway development and advocated for irrigation projects. The establishment of military facilities, tourism growth, and reliable irrigation transformed the region into a thriving agricultural center serving as the population and service hub for the surrounding basin.
